If he has sold he will try to talk the price down using either technical or fundamental arguments. If he has bought then he will try to talk the price up using same. On the long-term re-deepening project which has been an ongoing project, they've done the opposite - postponed it to focus on Smelter not fast track it, get smelter over the line in consideration of cash position and then move back to redeepening. This is in line with what was reported in Sept at the AGM - so your statement on changing plans is not correct They have managed to negotiate a moratorium on the bond which I did not think was possible and shows they must have good relationship with the right people in Government.
