it will be a miracle if the Russians let foreign investors tap into their resources.this project is doomed unless in the hands of the russians.
think about it,if this was to be a feasible lucrative project would,t the venture capitalists been in by now.forget the license,this was a red herring that can be revoked.the clever boys knew that.
