Ironveld have always struggled with licence approvals and more importantly cash reserves. It should have all come good but there are too many obstacles. Amer on the other hand has licences and cash by the bucket load, friendly gov and mega partners and if we believe the press 5 or 6 multi national companies preparing to bid!

Maybe they have too much on their plates (workloads) at once and want to allow the businesses to be scaled up for the next level which would require bigger players to reach those goals.They have shares too, I couldn't see them not wanting to maximise any deal if it didn't suit them too.
