Think about this!
A few years ago amer share price was around 60p that was without the pumping station without the acreage (they now have) without the amount of cash in the bank they now have.
So re above what will the take out price be?

Not sure that is correct. If anything rules are tightened in a potential acquisition situation, where even 1% changes in ownership have to be notified.

Just thinking, I believe an interested party can continue to accumulate stock in the market without having to disclose their position as long as they are still accumulating for the purpose of a TO. Could well be the interested party hoovering up cheap stock.

Could this also be a very astute move by the BoD?

One way to certainly clear any sellers out of the picture.

It can't be a non binding cash offer, as if it was a cash offer they would have to announce it.

Hostile: Of course it isn't, otherwise they would not have bothered liaising with the BoD and would go public with a hostile offer, and where the BoD would have to announce a hostile offer in an RNS whether they agreed with it or not.
