Perhaps this was the plan, get a small placing in, leaked, at a low price, wait to announce a triptych of deals, then later this year another, larger placement? That way a large placement would look well executed and mindful of small investors. Though I don't suppose small investors matter to the owners really. Who knows, perhaps it could be debt funded from high yield bonds. If there were forecast able sales, then this would be the obvious financing route.
