                       Acquisition of a majority stake in

               Siemens Telcom Power Supply Ltd in Shanghai, China


Chloride, the international power protection solutions provider, has acquired
from Siemens China Ltd, 51% of the shares of Siemens Telcom Power Supply Ltd ("
the Company") for an undisclosed sum.  In addition, Chloride's shareholding has
been increased to 75% by further investment in the Company.  The joint venture
partner, Shanghai Communications Service Company, a subsidiary of China Mobile
Communication Corporation in Shanghai, continues to hold the remaining 25% of
the shares.

In the year to 30th September 2002, the Company had sales of RMB 42.2m (#3.1
million) and net assets of RMB 9.3m (#0.75m).

The Company currently develops and sells DC power systems and provides after
sales service for the expanding Chinese telecoms market.  It employs
approximately 100 people in a modern, well-equipped facility in Pudong,
Shanghai.  Following the acquisition it will continue to source DC power systems
from Siemens as well as introducing Chloride Telecom Systems products to the
Chinese market.

The Company will provide the base for Chloride's activities in China in both DC
telecom power systems and AC Uninterruptible Power Supply systems (UPS).
Chloride will provide UPS technology, together with sales, marketing and
technical support to the Company to enable it to develop a UPS activity
alongside its existing DC power systems business. In due course the Company will
also develop Chloride's Industrial Systems business in China.
