Voting Rights and Capital 
 
In conformity with the Transparency Directive we would like to notify the 
market of the following: 
 
As at 30 June 2013, BlackRock Emerging Europe plc's capital consists of 
39,177,998 Ordinary Shares of 10 cents each (excluding 5,800,000 Ordinary 
Shares held in Treasury), carrying one vote each and 8,468,457 2012 Subscription 
Shares of 1 cent each (ticker: ESTS) with no voting rights (although these 
shares are considered `qualifying financial instruments' in accordance with the 
revised DTF 5). 
 
As at 30 June 2013, the total number of voting rights for Ordinary shareholders 
in BlackRock Emerging Europe plc is 39,177,998. 
 
The above figure 39,177,998 may be used by shareholders as the denominator for 
the calculations by which they will determine if they are required to notify 
their interest in, or a change to, their interest in the company under the 
FSA's Disclosure and Transparency Rules.
