Police Chief Robert Anthony had denied Perri the Clown a street performer's permit, but changed his mind after the American Civil Liberties Union interceded on the clown's behalf. "I have no just cause to refuse him [on] a First Amendment basis," Anthony told the Cape Cod Times. Anthony had refused to grant Perri Rlickman's street-performer permit after receiving complaints that last year the clown had whistled inappropriately at young girls, made homophobic slurs and was frequently drunk, the Cape Cod Times reported. Perri, known for his trademark whistle and skillful balloon-animal making, is "not good for the image of Provincetown," said Chamber of Commerce Executive Director Candace Collins-Boden, who had written a letter to Anthony asking him to deny Rlickman's permit. Rlickman contacted the ACLU, which took a look at the town bylaws on street performers. ACLU staff attorney Sarah Wunsch said that simply not liking someone wasn't enough reason to obstruct that person's livelihood.
