Sberbank to Up Provisions



Sberbank may boost its provisions against bad loans to as much as 20 percent of the value of its loan portfolio next year, chief financial officer Anton Karamzin said Wednesday.

The bank's bad loan provisions may reach 9.5 percent to 10 percent by the year's end from the current level of 6 percent, Karamzin said. (Bloomberg)

14 years' tough talks finally lead to win-win China-Russia oil deal

CHINA, the world's second-largest oil consumer, is getting closer to ensuring steady supplies from Russia, the world's second-largest producer, as construction on the China section of an oil pipeline linking the two nations started on Monday.

In a ceremony, Chinese Vice Premier Wang Qishan declared the commencement of the China section in Xing'an Town in the border county of Mohe, northeastern Heilongjiang Province.

Wang called the pipeline a "substantial" step forward toward long-term energy cooperation between Russia and China.

The 1,030-km line runs from Russia's Siberian city of Skovorodino to the Chinese terminal in the northeastern city of Daqing, via Mohe. The construction of a nearly-63-km section in Russia, from Skovorodino to Mohe, started on April 27.

The line is a branch of Russia's Eastern Siberia Pacific Ocean trunk oil pipeline, which runs from Taishet to the Far East port of Nakhodka.

The branch line into China is expected to become operational by the end of next year and would transport 15 million tons of crude annually from Russia to China between 2011 and 2030.

Xia Yishan, head of the China energy strategy research center under the China Institute of International Studies, said the final agreement on the pipeline took 14 years of negotiations, but was mutually beneficial to both countries.

Cold shoulder

Talks on the pipeline were initiated shortly after Boris Yeltsin, then President of Russia, visited China and signed agreements on energy cooperation between the two nations in 1996.

Xia, who is familiar with the pipeline talks, said political and economic changes inside the two nations, as well as fluctuations in global crude prices, were key factors behind lengthy negotiations.

Talks on the pipeline between the two governments roughly fell into four phases, according to Xia.

He said during the first five years of talks, until 2000, China turned a cold shoulder to Russia's enthusiasm, as China's oil imports were only small and crude prices were low. China missed the opportunity when Russia was anxious to turn oil assets into capital to fuel its slipping economy after the collapse of the Soviet Union, Xia said.

Between 2001 and 2004, China began to seek progress on the pipeline because of increasing oil demands from an accelerating economy and rising global crude prices, while Russia became cautious over oil exports in order to maximize proceeds after its economy recovered, Xia explained.

Price

Both sides worked to finalize the deal after 2004, as Russia moved to try to raise the proportion of oil exports to East Asia to 30 percent so as to reduce its heavy reliance on Europe.

However, the two sides failed to reach an agreement before the financial crisis struck as they disagreed on crude prices, according to Xia.

Russian negotiators turned active again following the outbreak of the global financial crisis and slumps in crude prices since the second half of last year, as they needed capital injection from the Chinese side, said Xia.

The two sides agreed to build the pipeline from Siberia to China on October 28, along with several other cooperation agreements, after talks between Chinese Premier Wen Jiabao and Russian Prime Minister Vladimir Putin.

Andrey Ostrovsky, vice director of the Far East Institute of the Russian Academy of Sciences, told Xinhua via e-mail that one of the reasons for lengthened talks was that oil prices offered by the Chinese side were deemed too low for Russian producers.

Another reason was that Russia's exploration of oil and gas in Eastern Siberia was inadequate and accurate estimates of oil assets in the region were unavailable, Ostrovsky added.

Xia also said that alterations in the pipeline's route, involvement of Japan which wished for more access to Russia's oil, and conflicts and fights among Russian firms also played a role in delaying a resolution.

China has been aiming to reduce its reliance on the Middle East for oil supplies to avoid risks from regional conflicts and pirates.

morning guys. shares we are in a number of common stocks and i think one point you dont see is i have done exactly what you have done in other stocks. ie you thought at 16p(or thereabouts) this would retrace and sold some however if the news had come out we had assets back and rock and roll was on you would have kicked yourselve( i sold at 8p and a bit up when it was rising here thinking each time the news would be out later and tried to get in somewhere else where thought news was sooner) end result here we rose and there we fell. Now you said you topped up in rxp but it has fallen a bit admittedly it will carry up but my point is simple you sold here thinking it would fall in short term(with no news) which you got right however in rxp you topped up and it fell. I sold some in rxp not admittedly at it's peak but kept my core there so just like you are feeling you got your call right here i think the same at rxp. However i got my call wrong here just like you got it right so hindsight would be wonderful but the "story" is what is driving these stocks and if good news comes out the share price is smacked up and chased up...if delay we are so easily board like a child and it comes down or drifts...lol it's picking these highs and lows(which is luck too) that could make you the fortune on more than 1 stock or like dropping a packet of eggs you could first try to catch them all and as they smash your mind tells you to focus on saving one egg which by that time is too late as they have all smashed. hopefuuly we all manage to focus and catch one egg...lol but where would be the challenge or fun???:)

I wait with interest to see the impact of the British Bulls buy signal. I am learning a lot about TA (where better than on your own investments in UEN). The questions that are going through my mind are:

1/ How many people act on BB buy signals
2/ Will they be put off from acting due to the forthcoming BHol W/E?
3/ Will it be sunny next week as we are awy on holiday

Have you tried clicking on the year chart in the main page. Gives a Java view. The select 3 years timescale. Doesn't take long. I found it quicker than going to iii.

without seeing a firm convincing positive RNS, talk about long term is either naive or he is a gambler. just ask those real long term holders who bough in above 1 pound, see how many of them still have good long term feeling about this. I bet none of the current posters is come from above 1 pound level.

Given the nature of some posters on these boards, is it any wonder that people don't want to be shaken out of their long term belief that UEN will recover to a significant SP? The trading peaks and troughs along the way are hallowed ground for some to assert their prowess, but for most, are an annoyance in the greater scheme of things. But of course it does rankle daily when one is reminded of this.
One battle does not win a war. Pennies or pounds, investors or traders?

I asked a direct question earlier, so what say you shares. Retrace to previous lows? further consolidation or onwards and upwards. And more than a one liner please...

spot on, some people on this BB can only listen to the positive views, you are not allowed to say anything negivate, if you do, the little gang will jump onto you one after another, not healthy, not healthy.

a sensible and mature investor should have a cool head and be able to take in both positive and negivates and make their own judgement. also shares got it right and sold it at 16p and keep banging on about it, some people wish they did, but failed to do so, and see him showing off a bit, and start to being jealous. he managed to sell at the peak was becasue he has controlled his greed and keeping a balanced head here. managing your greed and fear is the most difficult part of the stock trading, human emotions, not research or TA or anything else.

shares, hope you are not upset, it is them wrong , not you mate, your problem (allow me being straight mate) was keep repeating your success, people dont like that, and keep seen it just make it more annonying I guess. I am happy for you, wish I did the same thing, but I also failed to sell, thats why I topped up on dip and hold for the next rise. GL all.

cheers shares14, somebody filtered me just because I been friendly with you, childish really, I can see this board has a little club going on, if you are not a member of the club, then you are not welcomed/accepted. sad really. well, this happens a lot in the real world as well. I wasnt bothered at the beginning, I was only trying to contribute to this BB of what I can, thought we are on the same boat, anyway, this can only demotivate posters posting if they are not part of your little club.

Agreed.

It WOULD be good to have a long-term chart in the header.....I keep having to look at the 3+ year charts on 3i to remind myself just how much potential there is if UEN could get D&T back without too much equity dilution!!
