25wbh, imo, this how it works,of course i dont advise it cos it is wrong, but some do it i heard

pensioners can sell their tvs, then buy one back in a local advert in the paper. thus avoiding having to give out their name and address if they buy one in currys etc.

that is how the tv licencing get your details, they then monitor that address to see if they have set up a direct debit etc !!

then pensioners can cancel tv licence, cos no such thing as a tv detector van.( in the 1970s it was an empty van with aerials on top to scare folk)( proven fact)

sorted, imo, that is how the clever folk avoid paying and never get caught and if a capita rep comes to door, you dont answer it!!!

capita reps are on commission only and go to doors where folk have cancelled their direct debits or not set one up after buying a tv via amazon, currys etc
