Except it does nothing to address crushing regulations, hugely expensive board structures and ongoing costs of listings, rampant shorting and out of control insider dealing.... Talk about fiddling while Rome burns. The net effect of this will be zero. Nobody wants to list in London anymore because it is broken. Those already listed will likely be tempted by better markets or go private again. Ask Matt.
