OPEC Chief Sees Oil Price Rising on Investment Cuts LONDON—Oil prices are set to rebound as steep cuts in global oil investments crimp supplies, OPEC's chief said Tuesday, and added that he was open to discuss the current oil market turmoil with the U.S. The remarks come as many members of the Organization of the Petroleum Exporting Countries have been running deficits as they fight for market share against American tight oil instead of oil prices. Speaking at the Oil and Money conference here, OPEC secretary-general Abdalla Salem el-Badri said there will be "less supply in the very near future. Less supply means high prices," he said. Mr. el-Badri said OPEC expects global investments in oil and gas projects to be reduced by 22.4% this year. At the same panel, Fatih Birol, head of the International Energy Agency, which represents oil consumers, also said he expects that expenditure will fall by 20% in 2015, "the highest drop in history." Mr. el-Badri said oil consumption was also receiving a boost from lower oil prices—with global demand seen rising by 1.3 million barrels a day next year. "We are not in disarray," Mr. el-Badri said. "We see some light at the end of the tunnel." OPEC has been waging a battle to keep market share against U.S. tight oil production, which has proven relatively resilient despite lower oil prices. Mr. el-Badri said he was open to talks with the U.S. although the fragmented nature of North American production would make such dialogue a challenge. "If the situation right now is a problem for all of us, including the U.S., let us talk," the OPEC chief said.
