The investment proposal for the 2027/28 financial year is almost triple that of 2021/22, something like £74.3 million projected over four years purchased with an outlay of £25.5 million over two financial years.Finance Secretary Pat Clunie, addressing the audience at this week's town hall on budget issues, explained that "historically the government has been very prudent with its finances. We have now built up enough reserves of funds and are fortunate enough to be in a position to withdraw from those funds."Clunie then mentioned the major capital investment plan including the new port, the Sand Bay wind farm, the new power plant and the waste management plant, saying, "And that costs a lot of money."Discussing the different areas of investment, Clunie said, "Every year we strive to be very sure that the operating budgets of each of the government departments are kept to an absolute minimum, while trying to reduce or at least keep them as low as possible, without any increase as much as possible."The operating surplus was described as a "vital metric" measure with which the government must work, and that we consider it "essential" that the operating surplus be kept as high as possible, with plans to draw on reserves to help finance the capital investment plan, so that a higher surplus means less is withdrawn from the reserve fund."Attendees at the public meeting asked if borrowing can help finance the capital investment program, to which Clunie confirmed that yes, they were indeed looking for loan options and professional advice as to how best to structure any loan, and debt financing, adding that the case of the new port is in some ways "the main driver" of borrowing at the moment that would be the area where "appeals would need to be made" to take more funds."Finally, the assembly also discussed a proposal to raise the minimum wage to £9.19 from its current rate of £8.57 an hour, which would imply an increase of 7.2%. The issue of the minimum wage prompted some discussion among the legislators who are members of the budget select committee, to finally conclude with the proposal to continue establishing it at 105% of the so-called salary according to the cost of living, and not as a minimum wage.It was also reported that the Falkland Islands Government's annual budget will be presented on 7 June. | gozzie2 | |
