With note dated 04.09.2024, acquired in the protocol of this General Directorate no. 21069 of 04.09.2024, the Company LN Energy S.r.l., requested this General Directorate to express its technical opinion, within the scope of the issuing of the EIA, on the Project in question, aimed at the extraction of hydrocarbons, at the production site in Colle Santo (CH) attaching a study containing a subsidence model of the site in which the dam falls and the forecasts of the expected subsidence over the next 20 years approximately (until 2047) of exploitation of the Monte Pallano deposit. This Directorate, with note no. 24195 of 09.10.2024, requested ACEA S.p.A., the current Concessionaire and Manager of the Bomba dam, to represent any reasons preventing the start of the mining activity in question, based on the hypothesized subsidence, knowledge of the state of the reservoir and the characteristics of the plant as well as the results of the recent seismic assessment of the Bomba dam. With note no. 25994 of 24.10.2024, the Manager ACEA has confirmed what was requested by the undersigned Directorate. The note of response does not state any reasons preventing the Manager from starting the mining activities. Having said this, - Having examined the documentation presented on 04.09.2024 acquired in the protocol of this General Directorate no. 21069 of 04.09.2024 - Noting that the development plan for the Colle Santo gas field has been subject to significant changes by the Company in question, aimed at allowing a significant downsizing compared to the development plan presented in 2004; - Considering that in the worst-case scenario the maximum subsidence values at the country level are equal to approximately 3 cm near the dam; - Taking into account the results of monitoring the dam's behavior during the operation and the results of the inspection activities; To LM Energy S.r.l. To the Technical Office for Dams of Naples PEC: dighena@pec.mit.gov. - Considering that on 21 December 2010, the General Directorate for Dams and Water and Electricity Infrastructures of the Ministry of Infrastructure and Transport has issued its authorization to issue the concession for the exploitation of the gas field in the “Monte Pallano” research area, approving the joint monitoring plan prepared by the proposing company and ACEA. Therefore, the undersigned Directorate, also in continuity with what has already been established in the past by this Control Authority for the mining activity at Monte Pallano1, issues the No Objection to the project called SMALL SCALE LNG PLANT Colle Santo Gas Field, with the following requirements: - Rework the protocol agreed with ACEA in the period 2009-2010 for the joint monitoring plan of the Bomba Dam as reported in the attachment to the No Objection of the MIT of 21 December 2010, updating it in light of the most recent national guidelines and the latest and best technologies available on the basis of the new development project of the Collesanto gas field; - This supplementary monitoring plan of the Bomba dam must enter into operation six months before the start of mining activity and will be in addition to the measures already provided for by the current FCEM (Conditions Sheet for the operation and maintenance) of the dam; - The Supplementary Monitoring Plan, which must be approved by the undersigned Directorate, shall provide for: a) a system of altimetric measurements capable of assessing ground subsidence of the order of a millimetre; b) the measurements must be acquired at a pre-established rate for the entire duration of the mining activity, with the inclusion of the aforementioned in the six-monthly certifications transmitted to this Directorate by the dam Concessionaire; c) that if subsidence values of 25 mm are reached, the mining activity is suspended in order to carry out assessments on the possible interactions linked to the phenomenon, attributable to the mining activity; d) that if the control measurements provide anomalous trends compared to the previous historical series of the instrumentation provided by FCEM, these are promptly reported in order to assess the possible suspension of the mining activity; e) that upon reaching ground subsidence values of 30 mm, the extraction activity is definitively interrupted. - The undersigned Management retains the right to order the suspension or slowing down of extraction activities if phenomena connected to the activity itself are identified that are not compatible with the safety of the dam and the reservoir | likeawalrus | |
