You cannot justify people getting a gross excess simply on the grounds that they did considerably more than people who only got a regular excess. Also you must remember that they didn't create the wealth/money they are associated with making, they just found a crafty way of redistributing it to end up in theirs and our pockets. We all understand the purpose of rewarding effort with money, but some take it to a level that discredits it.
