Hernic and Samancor in dispute. Arbitration pending. Double whammy of lower chrome prices and higher electricity prices. Doesn’t bode well for Windsor Chrome. Jubilee can’t afford to lose access to the Hernic tailings. £8m a year for the next 2 years riding on this.

Could not stop laughing looking at that video clip about the earnings trajectory chart. Already missing the 15 million dollar EBITDA for June 2019 by a mile! Jubilee must be so embarrassed about this ,they even removed it from their website....

This headline was inevitable, and explains why Jubilee have prioritised copper processing at Sable and why they have had such a warm welcome in Zambia.

Despite the small copper line at Sable, IMO Jubilee will have been 'leaned on' to produce copper with a degree of urgency.

The Zambian governments balance of payments will be through the floor given that they were previously forecasting a small rise in copper production.




LUSAKA, Sept. 9 (Xinhua) -- Zambia's copper production is set to fall by a massive 100,000 tons this year, an industry body said on Monday.

Production in Africa's second largest producer of the red metal will decline from 860,000 tons produced last year to about 750,000 tons this year, according to the Zambia Chamber of Mines.

"This is a distant continental second behind the Democratic Republic of Congo who trailed our volumes for 75 years until 2013 and now forecast above 1, 200 million tons of production in 2019. Meanwhile, it is likely that our own industry will drop-off the global top ten copper producers list," said Sokwani Chilembo, the body's chief executive officer.

He noted that the current tax regime in the country has made Zambia slip into reverse gear and that the government will look it the jarring downturn in industry performance as it considers the 2020 national budget.

According to him, the Zambian mining industry has been battling to sustain production levels, to contain cost escalation and to maintain asset quality after over a decade of near biennial tax burden increases.

In addition, he said, non-tax revenue measures have rapidly accumulated and that electricity tariff increments have not been informed by an industry cost of service study to benchmark what the cost of electricity for bulk consumers.

The Chamber has already submitted detailed mining tax proposals which aim to resuscitate the Zambian mining sector by putting in place a competitive, stable and investor friendly measures, he added.

Forgot to mention that whilst Cheetah Chrome South Africa have been given approval for its proposed purchase of Dilokong by the SA Competition Commission, it is still waiting on the Department of Mineral Resources and Energy approving Cheetah’s Section 11 mining rights application.

Maybe this ties in with Jubilee waiting on a PGM production licence at Dilokong.

A slow moving and confusing situation at Dilokong re PGM production, however when writing down some company statements, news events according to unverified media sources, and facts, it becomes a little clearer imo.



Dilokong has been in business rescue since 2016.

At the 2018 Jubilee AGM Leon stated that they were frustrated at the lack of permission for PGM production, however a new mining minister would result in permission being granted. Leon stated that the ideal situation would have been to develop the fine chrome and the PGM lines together.

New shaft being developed at Dilokong with new workforce being hired in Jan 2019.

1st July 2019. Ex employees and Dilokong residents demonstrate and hand in petition to department of mineral resources and energy, demanding the reopening of the Dilokong chrome mine,


25th July. Special purpose vehicle owned by large Chinese chrome processor given permission to purchase Dilokong mine, subject to stringent processing conditions.

5th August. Leon states that Jubilee's 3rd platinum project is "waiting in the wings".

As usual it looks like Leon is having to wait on external agendas before commissioning PGM's at Dilokong. Part of life being a small player in a big industry, however there looks to be movement imo.
