Placings in the past have been bad.

Firstly, they were done when there were fewer shares in issue so the percentage to market cap. was greater.

Secondly, the placings were done to buy assets that lost money, so another placing was done to buy another asset that lost money and to cover the loss from the previous asset made, and so on and so on.

That trend has changed, now that all recent assets bought are making money and now it looks like all future ones will also.

Placings can be a good way to buy assets.

Rather than borrow money that incurs interest, a placing can work out cheaper.

Let's say we do a placing at 2p, for a tailings dump for £1M. Let's say that dump earns you £10M in profit. So you earn 8p on each 2p of placing.

Also with almost 1.5B shares in issue a placing is less a percentage to cause dilution.

If a placing comes in at 2.7p then he sold a lot at that price and a lot below 2.7p!

plus I doubt he would be able to buy back the same volumes without incurring a loss.

A little clue in this nugget are the words '3rd party material' 3rd party means someone else other than JLP owns it and if someone else owns it then JLP are not issuing a cash call to purchase it.
