PARIS--French building-to-broadcasting conglomerate Bouygues SA's (EN.FR) net profit for the first nine months of the year fell, as its telecom unit struggled because of rising competition, though business in the third quarter picked up.

The company said Wednesday that net profit for the period dropped 3% to 548 million euros ($739.8 million) from EUR564 million in the year-earlier period, while sales slid 1% to EUR24.26 billion from EUR24.60 billion.

The Paris-based company attributed the decline to a tough telecom business environment, with customers increasingly turning to cheaper pre-payment mobile telephone services instead of long-term contracts.

Strong competition from rival operators, such as Iliad SA's (ILD.FR) Free mobile, is cutting into Bouygues's profitability, forcing it to trim its fees to keep its market share from plummeting.

Nonetheless, business in the third quarter picked up, with sales broadly stable and net profit rising 26% to EUR360 million.

This contrasts with the previous quarter when the company say its net profit fall 18% on the year earlier, and suggest the EUR400 million savings plan may be starting to bear fruit.

Bouygues said its construction business "demonstrated a good commercial performance" in the quarter while the television broadcasting division and telecoms also showed resilience "in a highly competitive environment."

It reiterated it expects the group's sales to be stable or fall 1% in 2013 after coming in at EUR33.5 billion in 2012.

"Profitability is expected to continue to improve in the fourth quarter of 2013, meaning that 2012 should mark a low point" for the company, the company said in a statement.

French Telecom Regulator Allows Bouygues to Use 1800Mhz Spectrum for 4G from Oct 1
PrintAlert
Bouygues (EU:EN)
Intraday Stock Chart
Today : Friday 15 March 2013
By Sam Schechner
PARIS--France's telecommunications regulator gave the green light to the country's third-largest mobile phone operator to repurpose a tranche of radio spectrum for a new ultra-high-speed service, rejecting public lobbying by competitors that such a decision would confer an unfair advantage.
French regulator Arcep said Thursday that it would allow Bouygues Telecom, a unit of Bouygues SA (EN.FR), to use spectrum in the 1,800 Mhz band, which is currently earmarked for basic, so-called 2G, for the newest standard, dubbed 4G or LTE. The move could take effect as early as Oct. 1.
Competitors, including France Telecom SA (FTE.FR) and Vivendi SA's (VIV.FR) SFR--respectively the No. 1 and 2 operators in France by subscribers--had opposed Bouygues' request to repurpose the spectrum. They argued that France's operators had bid just over a year ago in an auction for other wireless spectrum for 4G LTE, and that allowing Bouygues to use 1,800 Mhz amounted to changing the rules in the middle of the game.
Those two operators also have spectrum in the 1,800 Mhz band, but it is more heavily used than Bouygues', making it difficult for them to make a similar switch, executives at the operators have said.
SFR said Thursday that the decision, if implemented, "substantially changes the competitive and economic framework in which we made our bids," adding, "the government and Arcep appear to have misunderstood the principle of legitimate expectations."
France Telecom said it "regrets this decision which, far from calming an already highly destabilized market, creates a new shock by giving one player an advantage that its competitors cannot match."
Arcep rejected the complaints.
"We weren't convinced that the impact would be negative," said Jean-Ludovic Silicani, chairman of Arcep in an interview on BFM radio, minutes after the decision was announced. "It will incite all operators to accelerate the roll-out of 4G service," he added.
A spokeswoman for Bouygues Telecom didn't immediately respond to a request for comment.

(Updates with Finmeccanica comment in seventh paragraph.)

Feb. 10 (Bloomberg) -- Siemens AG and Samsung C&T Corp. are among the European and Asian companies that may vie to build and operate a $21 billion rail link between Moscow and St. Petersburg before the 2018 World Cup soccer tournament.

Alstom SA, Bouygues SA of France, Italy's Finmeccanica SpA and UniCredit SpA and a unit of South Korea's Hyundai have also expressed interest in the high-speed link, said Yelena Shebunina, deputy head of OAO High-Speed Rail Lines, in an interview in Moscow. A Portuguese group led by Brazil's Grupo Andrade Gutierrez SA expressed interest last week, she said.

High-Speed Rail Lines, a unit of state monopoly OAO Russian Railways, plans to name a shortlist of bidders in September or October, followed by more detailed negotiations on the technological, financial and legal aspects of the project before picking a winner, Shebunina said.

"Russia has never built a high-speed link, even though the rest of the world has been building them for the last 60, 70 years," Shebunina said. "The potential candidates have amassed significant experience and this will be considered when the winner is picked."

Russia in its winning World Cup bid pledged to build new links between cities that will host games by the end of 2017. The winner of the Moscow-St. Petersburg contract will own the right to operate the service for 30 years, Shebunina said. That track will span about 660 kilometers (410 miles).

Siemens has already submitted documents to take part in the contest together with local partners, the Moscow-based press service for Europe's largest engineering company said in an e- mailed reply to questions, without elaborating.

Hyundai, Samsung

Hyundai Engineering & Construction Co. said in an e-mailed statement that it's "looking at the high-speed rail project in Russia with much interest," while Samsung said it hasn't decided on entering the bidding process. Finmeccanica also confirmed its interest in the project. Officials for UniCredit and Andrade Gutierrez didn't immediately comment.

High-Speed Rail Lines is still looking at ways to cut the estimated cost of the project from 626 billion rubles ($21 billion) to as little as 512 billion rubles, half of which will be paid for by the government and the other half by the concessionaire, Shebunina said.

"We are holding consultations on how project costs may be optimized," Shebunina said. "The project is to be carried out in the midst of a crisis, so it's important to see how costs can be lowered."

High-Speed Rail Lines is also in talks with domestic banks including VTB Capital, OAO Gazprombank and VEB about helping to fund the link either through loans or by buying bonds linked to the project, Shebunina said.

VTB said in a statement it's following the project "with interest," as did VEB. Gazprombank's press service didn't respond to e-mailed requests for comment.

Are We Witnessing The Last Predictions of Stanley Fulham?

Stanley A. Fulham

The late military officer, author, and UFO researcher, Stanley A. Fulham, died on December the 19th of 2010. Fulham began his interest in the UFO phenomena early in his military career with investigations of the Foo Fighters seen by both Allied and Axis pilots in World War II. Mr. Fulham continued a life-long interest even as his career led him to become a senior ranking intelligence officer in the North American Aerospace Defense Command (NORAD) until his retirement.

Barely two weeks before his death, Mr. Fulham shared a prediction he had based in part on his knowledge gleaned from the years of UFO research, his NORAD activities, and "channeling" from what he believed to be alien beings. As a precursor to finally revealing themselves openly to humanity, Mr. Fulham predicted an almost unprecedented display of UFO sightings over several major cities around the world. The predictions are in four parts:

A. There will be a major UFO display over Moscow between the end of the first part of January 2011 and the second week of January 2011.

B. This "display" will be followed by a major display over London approximately seven-days later.

C. Interventions will then accelerate, not so much over our cities, but dispersed over our continents with sightings increasing in duration. The intent of these interventions is to increase mankind's acceptance of the alien phenomena, so that hopefully, we will be prepared to accept a face-to-face encounter and communicate, perhaps as early as next year (2011?).

D. Objective: A dramatic introduction of the alien reality; an appearance at the United Nations.
