ERBIL (Kurdistan24) – The Iraqi Parliament is set to convene on Sunday, for a crucial vote on amendments to the three-year federal budget law, a decision that could have significant economic and political ramifications, particularly concerning the resumption of Kurdistan Region’s oil exports.
The vote follows an agreement reached during a meeting on Friday between Iraq’s Prime Minister Mohammed Shia al-Sudani and parliamentary bloc leaders, where consensus was established to pass the amendments in their current form.
Parliamentary Speaker Mahmoud al-Mashhadani has indicated that the budget amendment, as approved by the Council of Ministers, will be presented for a final vote.
The parliamentary session will focus on four key agenda items.
The primary item is the approval of the first amendment to the federal general budget law for 2023-2025 (Law No. 13 of 2023).
Other matters include revisions to the academic degree equivalency law, review of Ministry of Education recommendations, and a second reading of the private universities higher education bill.
A major point of contention has been the provisions related to the Kurdistan Region’s oil exports, which have remained halted due to prolonged disputes between Baghdad and Erbil.
Vian Sabri, head of the Kurdistan Democratic Party’s (KDP) parliamentary bloc, confirmed to Kurdistan24 that Prime Minister al-Sudani has urged faction leaders to support the amendment, emphasizing its necessity for restarting Kurdistan’s oil exports.
A general understanding was reportedly reached among key parliamentary blocs on January 29 to approve the provisions enabling the resumption of oil shipments.
This vote represents a critical step in resolving long-standing financial and energy disputes between the federal government and the Kurdistan Region.
The outcome could significantly impact Iraq’s economic stability, energy production, and Baghdad-Erbil relations, setting the stage for renewed cooperation or continued deadlock in revenue-sharing and oil management frameworks. |

Who knows, but over the last few days we've been told that things are a lot more positive, that more of the previously hostile factions are on board and that it's expected to pass.
And to cause the session to be cancelled through lack of quorum they would need 165 people to boycott it, not "more than 10" so the session should at least take place.
IF, and that's a humongous IF, you were to take it at face value that those who have done an about turn and voiced support actually voted in favour then it should go through.
But who knows with these people.
This time tomorrow it'll either have been approved or it won't.
But one thing we do know is that it's holding up the entire 2025 budget.

The head of the Tasmeen bloc MP Amer Al-Fayez said - "despite the objection of a number of representatives, especially the Central and Southern Representatives Front, which includes more than ten representatives....the amendment paragraph will be passed during tomorrow’s session, Sunday.”
The leftist Jawad Al-Yassari said - "there will certainly be a parliamentary boycott to thwart the session and its passage, and this session will not sit due to deep disagreements."
To cause the session to be scrubbed through lack of quorum would require 165 people to boycott the session.
Quorum - "the minimum number of members of an assembly or society that must be present at any of its meetings to make the proceedings of that meeting valid."
It sounds to me like the session will go ahead, there's a big difference between "more than 10" and 165.

Article 23.
A quorum is achieved with absolute majority of its members, Decisions by simple majority unless constitution states that other percentage needed. In case of tie, the Speaker casts deciding vote.
Article 24.
The Session shall not be opened unless the quorum stated in Article (23) of this Rules of Procedure is achieved. If there is no quorum the Speaker shall postpone the session for 30 minutes. If the quorum not completed the Speaker shall adjourn the session, and shall announce another date for the next meeting.
Article 25.
A quorum is necessary in case of taking decisions but it is not necessary for a meeting to be correct. |

If this gets over the line then happy days . If not, share price will be on sale. This gets resolved one way or the other. |
Maybe some substance in the boycott story, maybe he's trying to put people off attending by declaring it a wash, maybe he's blowing hot air, find out tomorrow I guess. |

Hopefully the vote is positive but if it isn't then the KRG should shift their attention to the IOCs and Turkey with the intention of finalising a deal by September which might end up being their only realistic option. This would sink BPs Kirkuk plans if they can't negotiate a deal with the KRG and Turkey. |
