03/7/2024 09:08 | I'm not an expert at all, but I THINK quotas are for export, if the IOC's sell oil to SOMO and it gets used for refining within Iraq, for use within the country, then I don't think it counts towards quota, also under the impression Iraq regards OPEC quotas as suggestions unless it suits otherwise.
