The ICG can't ignore the directives and rulings of their own "Supreme Court" and on the 21st of February the "Supreme Court" ruled that Kurdish civil servants have a constitutional right to be paid and paid on time the same as everybody else in Iraq and their salaries should not be held hostage to political disputes between Erbil and Baghdad where Baghdad can withhold them every time they want to bend Erbil to their will. Yet another example of Baghdad trying to bully the Kurds and just ignoring the Constitution when it suits them, but even their own "Supreme Court" decided they couldn't let them get away with that one. Since then it seems to have been running reasonably smoothly and they are getting the new electronic payment system up and running. This is the ruling:- Federal Court decisions on salaries of Kurdistan Regional Government employees: 1. In accordance with Articles 116 and 117 of the Iraqi Constitution; There should be equality in the distribution of public revenues and the salaried employees of the Kurdistan Region should not be oppressed. 2. Both the Iraqi and Kurdistan Regional Governments must work to ensure that the salaries of the Kurdistan Regional Government employees and salaried employees are distributed on time. 3. Both the Iraqi and Kurdistan Regional Governments must comply with the federal general budget law to pay the financial entitlements and salaries of the Kurdistan Regional Government employees. 4. Mohammed Shia Sudani, the Iraqi Prime Minister, must take responsibility for paying the salaries of the Kurdistan Regional Government employees and resolve the problems and conflicts between the two governments (Iraq and the Kurdistan Region); To ensure the payment of salaries to the Kurdistan Regional Government. 5. The Iraqi government must be committed to paying the salaries of the Kurdistan Regional Government (KRG) employees and no loans should be given to the Kurdistan Regional Government (KRG) to distribute the salaries of its employees. | habshan | |

Lots more fire power available and hopefully it becomes painful for the shorts who close some and take the shares higher. It looks like local oil demand is now well established and profitable. The fact that all the IOC’s have ‘leaned down’ to operate uber efficiently means a reasonable status quo profitability for the months ahead whilst the ITP agreement ticks down. The profitability should also mean further buy backs can be implemented if necessary to support the share price whilst the next 16 months plays out. IMO plenty of tonnage in Med basin if required, 12 / 24 hrs steaming to get there. ( KRG Pier) Plenty, (possibly more), smaller tanker movements around Dortyol (further East) and Mersin (further West). IMO ideal for road tanker wagon (RTW) into storage and transhipment in smaller < 150,000 dwt ships. Still some strange movements in Gulf of Aqaba too.. Anyway, another day nearer too. The silence surrounding the refurbished pipeline that was supposedly going to cut out the Kurds is deafening. In my opinion neither the Kurds nor Turkey would allow it and Erdogan wouldn't be prepared to alienate the Kurds for a poxy 75kbpd from Kirkuk that would barely cover the bottom of the pipe. Erdogan has indicated his stance regarding the Kurds :- "While Iraq has been preparing to resume oil exports from Kirkuk to Turkey, Erdogan likely prefers resuming exports through the KRG's pipeline. Critics claim the agreement's political dimension is to maintain the KDP's power and continue its leaders' rule in the Kurdistan Region with Ankara's support." And then 3 days ago during the visit of the US Assistant Secretary for Energy Resources Geoffrey R. Pyatt we get this:- "It is clear to the United States, Turkey, and U.S. companies that Iraq is preventing the resumption of oil exports from the Kurdistan Region." It seems to me that when Erdogan called in at Erbil last month after listening to the ICG all day he told Barzani to just sit tight and tough it out until the ITP agreement expires and unless the ICG cut out their nonsense in the meantime then in 16 months we can come to a new agreement where we can go back to me getting my discounted oil and you get to resume your exports. And the Iraqi Government can lump it because I control their water. When Erdogan smiles at the ICG all they can do is smile back. | habshan | |
