PS:- If you know where all Licencing Rounds 5+ & 6 blocks are (as I do) you will know that major new territory is opening up in Iraq.

Including the fabled Western Desert to the West of Karbala.

Saddam Hussein in his prime, had a garrison stationed there in the middle of the desert & wilderness who fought like lions to defend it for a reason.

It has always been rumoured to have multi billion barrel oil deposits & absolutely enormous gas deposits in the Mesozoic & Paleozoic.

If you remember, these licencing rounds were deliberately postponed in February 2024, because of issues with Kurdistan IOC contracts not being resolved & the possible ramifications on new Iraq Licencing Rounds 5 (Oil Blocks) & 6 (Gas Blocks).

IMHO:- Given that licencing winning bids are now being opened more quickly suggests Kurdistan; APIKUR & the Kurdistan IOCs are now about to get a positive result.

Iraqs Oil Ministry said on 18 April that a ceremony will be held on 27 April to receive and open competitive offers from international oil companies participating in both of Iraqs licensing rounds planned this year: the fifth licensing round plus annex (LR5+) and the gas focused sixth licensing round (LR6).

In February, the Petroleum Contracts and Licensing Directorate had published a schedule indicating that bid submissions for each round would be held separately (MEES, 9 February), but this no longer appears to be the case.

The new date is even earlier than the previously communicated 28-29 April for LR5+ and LR6s 1-2 May.

ERBIL, Kurdistan Region - The federal government will continue to pay the salaries of Kurdistan Region’s civil servants, Iraq’s finance minister said on Friday.

“We will continue to send the salaries to the Kurdistan Region as per the federal court ruling,” Taif Sami told Rudaw’s Diyar Kurda in Washington on Friday, referring to a February ruling by the Iraqi Federal Supreme Court that ordered the federal government to pay the salaries of the Kurdistan Regional Government’s (KRG) civil servants and for Erbil to hand over all oil and non-oil revenues to Baghdad.

ERBIL (Kurdistan 24) - In a recent television appearance, Turkish Minister of Energy and Natural Resources Alparslan Bayraktar expressed Turkey's readiness to assist in resolving the ongoing oil export dispute between Erbil and Baghdad.

Highlighting the importance of transparency, Bayraktar indicated that Turkish President Recep Tayyip Erdogan's upcoming visit to Baghdad on Monday may also include a potential stop in Erbil.

Bayraktar emphasized the significant capacity of the pipeline connecting Turkey and Iraq, capable of exporting up to 1.4 million barrels of oil per day. Despite this capacity, the pipeline has yet to reach its full potential, a matter Bayraktar hopes to address.

Addressing concerns about delays in oil exports, Bayraktar clarified that Turkey has been prepared for oil exports since October 4 of the previous year, suggesting that the issue lies beyond Turkish involvement.

In related developments, Iraqi Oil Minister Hayyan Abdul Ghani recently affirmed plans to resume oil production and exports from the Kurdistan Region, with daily production estimated at 375,000 to 400,000 barrels, as outlined in the Iraqi budget.

ERBIL (Kurdistan24) – Khalil Ghazi, A member of the Iraqi parliament's finance committee, revealed to Kurdistan24 that the budget amendment for 2024 has been finalized by the Council of Ministers and is now awaiting the return of the Iraqi Prime Minister from Washington for final review.

Iraq's budget deficit has increased by 16 trillion dinars in the past year, bringing the estimated deficit for this year's budget bill to more than 80 trillion dinars.

The allocation of the budget to provinces in central and southern Iraq, especially those facing high poverty rates and service issues, has caused conflict among factions in parliament. These provinces are dissatisfied with the share of the budget allocated to them.

The Iraqi budget is composed of three main components: revenues, expenditures, and a budget deficit. Revenues include oil exports, taxes, and customs duties, while expenditures cover government spending in various sectors such as education, healthcare, infrastructure, and defense. The budget deficit occurs when expenditures exceed revenues, and it can be financed through borrowing or international aid.
