It's impossible for the Kurds to deliver the agreed 400kbpd without the Kirkuk and Nineveh fields, and plans are afoot to send the oil south if the pipeline delay drags on so we could be back in production soon.

A member of the Iraqi Parliament's Finance Committee said that an agreement has been reached on the Kurdistan Region's share in the general budget bill and if SOMO can not export 400,000 barrels of oil, it will be domestic and spending the revenue will be the authority.

"An agreement has been reached between Hadi Amiri, the leader of the Fatah coalition, and representatives of the Kurdistan Democratic Party (KDP) on the points of disagreement regarding the Kurdistan Region's share in the bill," Muain Kazemi told Rudaw The budget has been opened and discussions on the details are ongoing.”

This is the woman who actually put the budget together and who is threatening to take the government to court if it's approved with the amendments included.

She's worked at the Finance Ministry for 40 years and was promoted to Minister of Finance by Al-Sudani last October, she's also the Director General of the Budget Department and she was awarded the International Women of Courage Award in 2022.

The statement she made may be in response to the social media speculation regarding her. And not necessarily a pushback from her regarding an imminent budget being voted on with the amendments

Iraqi Finance Minister Rejects Any Changes to Draft Budget

Iraqi Finance Minister Taif Sami dismissed any alterations to the draft budget on Tuesday and reaffirmed the ministry's commitment to the federal government's vision, a statement has confirmed.

Minister Sami categorically refused to make any modifications to the general budget bill, refuting claims circulating on social media that she had made changes to the 2023 budget bill, the statement emphasized.

She also underscored the ministry's unwavering commitment to safeguarding all aspects of the budget bill. It was further stated that if the budget was to be approved with amendments, the Ministry of Finance would file an appeal.

Furthermore, the minister recalled that the draft budget had been meticulously prepared, taking into consideration the requirements of ministries and provinces, and addressing the needs of all stakeholders in line with the government's program and vision. Any alterations to the budget would disrupt the expenditure process aimed at meeting these needs.

After extensive preparation and revision, the federal budget bill in Iraq is scheduled for a vote on Thursday, as announced by the country's parliament. Last month, the Finance Committee of the parliament introduced modifications to articles 13 and 14 of the budget draft, specifically concerning the allocations for the Kurdistan Region. These changes stirred up controversy.

In March, the budget bill for the years 2023-2025 was authorized by Baghdad, encompassing various expenditures. The total amount of the budget is approximately 200 trillion dinars, and a portion of 12.67 percent has been designated for the Kurdistan Region. As part of this arrangement, the Region is anticipated to collaborate with Baghdad by sharing revenues generated from the sale of crude oil.
