We have been told that 2 articles are still being discussed (salary arrears and the decisions of the Federal Supreme Court in resolving the budget dispute between Erbil and Baghdad)

We have been told the following:

"KDP and Shia parties coalition have preliminarily agreed to remove three contentious items from the budget bill."

And then also:

"The provision granting the Iraq Minister of Finance the authority to approve the withdrawal of money to the KRG PM will be changed to grant that authority to the Iraq prime minister.
‣ The provision that suspends the region's share within 15 days during disputes between the federal government and the KRG regarding revenues will also be canceled."

So that's 2 still being negotiated, 1 changed, 1 cancelled and 3 removed.

There were a total of 7 amendments/changes to the budget, and the above accounts for all of them (I think).

There's no mention of this being removed either sniff:-

"The Kurdistan Regional Government and the Ministry of Natural Resources in the Kurdistan Region are required to hand over no less than 400,000 barrels of crude oil per day on average from its fields to the Oil Ministry for export through the State Oil Marketing Company (SOMO}."

The Finance Committee itself is divided and can't agree amongst themselves on the amendments.

We were told this morning by a PUK member of the Finance Committee that even the PUK didn't vote for the amendments and instead voted for the original text:-

Narmin Ma'roof: "We as the PUK did not agree with the changes made in the budget bill and did not vote for them, especially those that are a threat to the Kurdistan Region, but we voted for the original text."



"The Iraqi council of ministers approved the federal budget bill for the years 2023, 2024, and 2025 in March, and sent the draft to the legislature. The parliament was set to vote on the budget on May 27, but disagreements within the finance committee, concerning amendments relating to the Kurdistan Region, prevented the legislature from carrying out the process.

The finance committee is yet to reach an agreement on the divisive amendments, but is set to meet on Wednesday to discuss the latest updates."

It would make zero sense for Iraq to be investing in new oil fields whilst we have these ones and equally Turkey needs the cash so anyone can get their knickers in a twist for a bit but it will come good. Two points of disagreement remain between Erbil and Baghdad on the budget bill and Amiri is taking the initiative

Hadi Amiri, the leader of the Fatah coalition, has initiated a solution to the dispute between the Kurdistan Region and the coordination framework on the general budget bill, which remains two points of disagreement, related to salary arrears and the decision of the Federal Court.

On June 6, 2023, Mohammed Bayati, a member of the Badr presidency, told Rudaw that Hadi Amiri, the leader of the Fatah coalition and the organization's secretary general, has taken an initiative to resolve the dispute over the Kurdistan Region's share in the budget.

"There are discussions and the issue is related to the distribution of revenue and share of the Kurdistan Region and other Iraqi provinces, there is understanding and the issue is moving towards a solution," Bayati said.

On May 25, 2023, the Finance Committee of the Iraqi Parliament amended Articles 13 and 14 of the general budget bill, which are related to the share of the Kurdistan Region, so that more obligations on the Kurdistan Region on the delivery of oil.

According to information obtained by Rudaw from the coalition, there are two points that have not yet been finally agreed upon, namely the salary arrears and the decisions of the Federal Supreme Court in resolving the budget dispute between Erbil and Baghdad.

According to the changes, the Kurdistan Regional Government must pay 10% of the salary arrears monthly and if there are problems between Erbil and Baghdad in compliance with the law, the decisions of the Federal Supreme Court will be decisive Who has not handed over the oil to Baghdad.

"The Kurdistan Region has requested that Baghdad pay 10 percent of the salary arrears and the representatives of the coordination framework want it to be on the Kurdistan Region's share," a source in the coordination framework told Rudaw The clause should not be done

the Iraqi general budget bill, which is for three years; The size of the budget is more than 199 trillion dinars, of which more than 16 trillion dinars is the share of the Kurdistan Region.

To approve the bill, the differences on its articles must be resolved so that the Finance Committee can send it to the presidency of parliament, in order to determine a date for a vote on the bill.

People working in oil companies in Kurdistan Region are being affected as exports have stopped for over two months now. Friends and relatives in the field tell me they are starting to let go of employees or they are introducing new work schedules with salary cuts.
