It means that the company have 58% and the MNR have the right to "back into" the 80%. All to do with what terms can be agreed when the 2nd amendment to the PSC gets discussed which doesn't even get a mention these days. It does of course mean GKP continue to pick up all the costs on behalf of the KRG.
