by "bully the producers" I assume you mean sandbagging the management?

It's my opinion that the government body effectively "manages" the company - and as such, the CEO title, while underwriting the troughing, is a complete misnomer.

Lacky is a good alternative, but lacks gravitas and normally has no associated troughing rights.

The inability to buy a decent amount of shares in your company (apart from a couple of purely nominal and unimportant one-offs by newbies) could perhaps be better understood to be an unwillingness to "place yourself in harms way"; knowing how and by whom the strings are pulled while refusing to openly acknowledge who really exerts control would be a rather severe infringement of your governance responsibilities. Don't go there.

Therein lies the challenge of finding a new competent and respected CEO plus Chairman: who might want to drink from such a tainted chalice?

The trough may indeed beckon...but no glory is to be expected and the list of applicants put forward by the recruitment agencies already reflects this IMO.

In the worldwide corruption league the UAE sits at no.21, above France and the USA.

Why would a company from the UAE sell up in a country at no.105 (Egypt) in the corruption league and move that money to the country at no.162 (Iraq).

Shareholders being wiped out to 5% of the company is prospering?

The hosts not paying for produced oil which wrecked the shareholders and company is prospering is it?

Freezing payments and not paying debt is usual is it?

Not paying their way and forcing licences to be handed back for extra costs is prospering?

Hosts altering contracts when they feel like it is acceptable?

The hosts travel around the globe with their begging bowl accompanied by rhetoric that Baghdad are being unreasonable asking for 250k a day for 12% of its revenue going the other way.

Has it not be noticed that the hosts "bully" the producers to get everything in their favour?
