KRG - "The federal government is attempting to sign oil and gas contracts without following the very clear requirements of the Constitution, including Articles 140 and 112."
"Sherwan Dubardani, a KDP MP, asserted that any oil and gas contracts in Kirkuk without the consent of the KRG are "illegal."
So.
For nine years the Federal Government dragged Turkey through the international courts wrongly claiming that Turkey was illegally exporting 400k bpd of Kurdish oil because it was illegally produced in contravention of the constitution.
Are they now going to ask Turkey and the Kurds to export 1 million bpd of Kirkuk oil that is to be illegally produced in contravention of the constitution.
What will Turkey and the Kurds say if they are asked I wonder.
What will the Daily Mail say if it's brought to their attention that BP have knowingly signed a contract with the Government of Iraq that is illegal under the Iraqi Constitution. |

"British Petroleum (BP) has signed a significant agreement with Iraq’s Federal Oil Ministry to operate five oil fields in Kirkuk. The agreement was signed on Jan. 14, 2025, in London by BP and Iraqi Prime Minister Mohammed Shia al-Sudani. It includes a production-sharing clause, permitting BP to receive a portion of production revenue, as well as monetary compensation. BP’s goal is to increase Kirkuk’s oil production from the current 250,000-300,000 barrels per day (bpd) to one million bpd."
Four things there.
a) - The contract has not been signed yet, this is what was signed in London:-
"BP’s board chairman, Helge Lund, and Iraq Prime Minister Mohammed Shia Al-Sudani were among those in attendance at Tuesday evening’s meeting in London, where the two sides signed the majority of commercial terms, BP said Wednesday.
“The teams will now work to define the remaining detail, ahead of a fully-termed agreement” in 2025, a BP spokesperson said in a statement."
b) - So the deal contains a "production sharing element". For 19 years the Federal Government have maintained that the Kurdish PSCs were unconstitutional because the oil "belongs to all the people of Iraq" and that foreign oil companies were therefore not allowed ownership of Iraqi oil. They have now decided that production sharing contracts are constitutional and legal after all.
For 19 years PSCs have been illegal in Iraq until the Federal Government needed to sign one themselves.
We are told that APIKUR have put in a claim for $25 billion compensation due to the pipeline closure after the Appeals Court ruled the PSCs legal, if they claimed for all the losses they've suffered since 2005 then there's the Federal Government's admission of guilt right there.
c) - The plan is to increase production to 1 million bpd with no export route and according to al-Ghani:-
Al-Ghani - "Iraq and BP are expected to sign a multi-billion dollar agreement over four oil and gas fields in Kirkuk in the first week of February and will increase production to 500kbpd, the oil will be sold to local refineries".
So local refineries are now expected to absorb not 500k bpd but 1 million bpd.
"Al-Jazeera - Why is oil-rich Kirkuk so poor?
The price of Kirkuk crude oil sold to local buyers in Iraq is around $30-$40 per barrel, which is much lower than the international price. This is because producers have been selling at a discount since the pipeline was closed. The price of Kirkuk crude oil sold to local buyers is about half the global price."
d)- The KRG have correctly pointed out that under the Constitution that deal is illegal because it's in a disputed territory and the Federal Government don't have the right to make unilateral decisions without including the Kurds, while at the same time the Federal Government will need the Kurds on board if BP are to export that oil.

Sources familiar with the matter told Shafaq News that the United States has endorsed Iraq's role in these mediation efforts, signaling its support for Baghdad to lead initiatives aimed at resolving disputes and enhancing regional stability with backing from international partners. The upcoming meetings, expected to take place within the next two weeks, will gather senior leaders and officials from Iraq, the KRG, Turkiye, and Syria to address a range of political, economic, and security issues. “Baghdad will act as a neutral mediator in these discussions, aiming to resolve longstanding disagreements.”; The sources said. Internal Disputes According to one source, the talks will address unresolved issues between Baghdad and the KRG, focusing on oil revenues, budget allocations, and governance in disputed areas. Representatives from both sides will include Iraq’s Foreign Minister Fuad Hussein, intelligence chief Hamid al-Shatri, and senior figures from the KRG, including a prominent leader from the Kurdistan Democratic Party (KDP). “Discussions will aim to bridge differences over oil exports, particularly related to financial penalties imposed on Turkiye over the use of the Ceyhan port for exporting KRG and Kirkuk oil.” Regional Mediation Iraq will also mediate talks involving Turkiye, Syria, and the SDF.
