I think this clarifies it. The ICG spokesman is saying that the KRG need to hand over ALL oil revenues to the central treasury. Therefore this isn't the government backtracking sadly. It's them digging in. Think John for once has got it wrong. They are standing by their amendment to the amendment and want the KRG to vote it through. |

Complete tripe of course but sticking it to the Kurds and pretending to be honest transparent and acting in accordance with the constitution while blaming all the country's woes, the lack of a pipeline resolution and the loss to the treasury of $25 billion on the Kurds intransigence and OPEC quotas will play well to the Shia electorate.
So a General Election coming up might have something to do with it. Winning a General Election and securing power is infinitely more important than doing a deal with the Kurds.:-
