It's almost never ending the breaches and who has been fined and who owes who for what and how much. 09/4/2024 17:59 | Under the 2010 amendment to the Crude Oil Pipeline Agreement the Iraqi Side are contracted to deliver a Minimum Guaranteed Throughput to the Turkish side via the ITP of "35 million metric tons a year as calculated in the Bill of Lading". Which is 730kbpd. Up until the pipeline closed SOMO were delivering 75kbpd and that came from Kirkuk, a field that is in terminal decline. 17/02/24 - "The Kirkuk conventional oil field has recovered 98.83% of its total recoverable reserves, with peak production in 1974. Based on economic assumptions, production will continue until the field reaches its economic limit in 2029. The field currently accounts for approximately 2% of the country’s daily output." They now say they can deliver 350kbpd, so that means they have found another 275kbpd from somewhere although I'm not aware that they've said where they've found it from. Anyway, 350kbpd still leaves them 380kbpd short of the Minimum Guaranteed Throughput that they are contractually obliged to deliver. And if they don't deliver it they'll be in breach of contract again. Before the pipeline shutdown Kurdistan was producing 375kbpd. Back at pre shutdown production levels Kurdish oil will enable the Federal Government to meet it's contractual obligations under the ITP agreement. If the pipeline were to be reopened with only 350kbpd being delivered then Iraq would immediately be in breach of contract again. I find it hard to imagine that the MoO will want to restart exports without being able to meet their contractual obligations. | habshan | |

The onus to do that is on SOMO. The onus is on SOMO to find the oil and we are told that so far they can only come up with 350kbpd to go through a pipe with a capacity of 4-5 times that amount.
