The onus to do that is on SOMO.

The onus is on SOMO to find the oil and we are told that so far they can only come up with 350kbpd to go through a pipe with a capacity of 4-5 times that amount.

do you really believe that the 2nd Ceyhan pipe has been repaired to allow the 1.25MMbopd mentioned by you to be exported?
Do you believe that BOTAS, after DECADES of Iraq's non-fulfillemnt of their contractual volumes, would have invested (would have been allowed to invest) the huge sums necessary for that to happen?
Do you believe that TR / BOTAS would accept any Iraqi contractual assurances justifying such investment?
Are you really that thick?

When did Iraq last export 1.25MMbopd thru the Kirkuk-Ceyhan pipeline?
