Indeed. The agreement is that in return for their share of the budget the Kurds are required to hand over to SOMO not less than 400kbpd. What SOMO then do with it is their problem, the onus is on them to market it and I can't imagine SOMO saying "sorry but we don't know what to do with all this oil". In handing it over the Kurds will have fulfilled their side of the bargain and will get their $1.6 billion a month or whatever it is. | habshan | |
