The crisis of stopping Kurdistan’s oil still exists after going through a number of complications, most notably the Turkish elections, and Ankara’s attempt to obtain some concessions from the Iraqi side to overcome its losses as a result of the fine imposed by the International Chamber of Commerce in Paris on the Turkish side, estimated at one billion and 471 million dollars due to its violation of the agreement concluded between Iraq and Turkey in 1973. The agreement stipulated that the Iraqi Federal Oil Marketing Company "SOMO" has absolute dominance over the flow of oil through the Iraqi-Turkish pipeline, which Turkey violated by allowing oil to be received from the Kurdistan region since 2014. The Iraqi oil expert, Dr. Nabil Al-Marsoumi, explained that Iraq's losses as a result of stopping the export of Kurdistan and Kirkuk oil during the past two months are estimated at about two billion dollars as a result of stopping more than 470,000 barrels of oil flowing from these fields to global markets through the Turkish port of Ceyhan. Reduce the arbitral award Al-Marsoumi indicated - during statements to the specialized energy platform - that there are attempts by some Turkish authorities to reduce the arbitration decision, expecting that the Turkish government - in the end - will comply with international arbitration decisions, but with some procrastination to pressure Iraq in order to obtain concessions. The Iraqi oil expert pointed out that there are 3 reasons that will force Turkey to comply with international arbitration decisions, the first reason: that international arbitration decisions are final and binding on implementation by the parties to the arbitration. While the second reason is due to Turkey's endeavor to be a safe and reliable passage for oil and gas pipelines , which makes its compliance with and implementation of arbitral awards important in this direction. The third reason is that Turkey is a signatory to the Energy Regulation Agreement, as the passage of oil and gas pipelines and arbitration in this regard constitute the most important components thereof. Türkiye's attempts to put pressure on Iraq Dr. Nabil Al-Marsoumi said that the Turkish government is working hard - now - to benefit from its previous agreements with the regional government to charge it most of the amount of the fine imposed on it, and there may be an unannounced agreement between the Turkish government and the Kurdistan region on this issue. He added that Turkey will try to obtain concessions from Iraq, such as reducing the amount of interest on the balance of compensation decided for Iraq, or ensuring the continuation of high traffic fees on the region's oil as it was before the arbitration decision, and not returning to the previous fees of one dollar and 12 cents on each barrel of oil. Crude flows through the Turkish-Iraqi pipeline. And Al-Marsoumi continued - during his statements to the energy platform - that Turkey may also resort - to extending another pipeline in Turkish territory that is allocated for the oil of the Kurdistan region, and is not subject to the current pipeline agreement with Iraq. Al-Marsoumi expected that Ankara would try to choose a Turkish bank to deposit the oil export revenues of the aforementioned region, or to extend oil and gas pipelines through Syria. He added that Iraq may try to revive a line between Kirkuk and Bani Yasir, but Turkey will try to block it, and may even resort to using other methods of pressure on Iraq that may be political, or through the water file. Turkish elections Al-Marsoumi explained that the Turkish elections had also played a role in delaying the return of Kurdistan's oil to the port of Ceyhan, given that this file was awaiting the position of the winner of the Republican Palace and his directions to an agreement with the Iraqi side. Turkey is also trying to re-study the technical feasibility of the damage to the Iraqi-Turkish oil pipeline during the earthquake that hit Turkey this winter. Al-Marsoumi expressed his hope that the next Turkish government would succeed in resolving the Kurdistan oil crisis with Iraq. The oil expert indicated - during his statements to the specialized energy platform - that there are several options available to Iraq - now -, foremost of which is diverting some of the production of Kurdistan fields towards refineries in the north, especially in Kirkuk, and increasing export energy from the south. Al-Marsoumi stressed that Iraq - now - is not losing a lot of money compared to the amounts determined in the budget. Due to the OPEC+ restrictions that reduced Iraq's production quota by 430,000 barrels per day, bringing Iraq's exports into line with the budgeted figures. However, he expressed his hope that oil exports to Iraq would reach more than 3 million and 700 thousand barrels after resuming the export of Kurdistan's oil. Al-Marsoumi highlighted that Iraq is now trying to revive 3 new lines, including the old line with Syria and the old line with Saudi Arabia, and is also considering operating the Basra-Aqaba oil pipeline to transport one million barrels. It is also trying to develop its export capacity across the sea in order to absorb the additional quantities of Iraqi exports, especially after the continued suspension of Iraqi oil exports through the Turkish port of Ceyhan. | ![]() punter26 | |

You never consider what the vested interests are of those that own the oil preferring to believe in what you shareholders desperately need and want. I think you are in for a few big surprises as to what Baghdad want and how they will go about getting it.
