Even Ministers of Natural Resources can't just stick their finger in their ear and arbitrarily decide that as of this minute flaring is illegal, produce a figure of 18 months, and assume that it will be done without cost to the KRG. When the IOCs signed their contracts those contracts specified certain emission levels, "GKP - whilst we currently meet required standards in Kurdistan for air quality", if the MNR now want to move the goalposts that will mean a change in the contract terms and that means they'll have to pay, and they already owe the IOCs $4.3 billion.
