The Parliamentary Finance Committee announced today, Sunday, its vote to amend Article 12 of the draft general budget law. The committee’s statement stated that “the Parliamentary Finance Committee, headed by Atwan Al-Atwani, held a meeting today, Sunday 19/1/2025, to continue amending the Federal General Budget Law included on the agenda of the Council’s session to vote on it.”
Al-Atwani indicated, according to Al-Ban, that “the committee held several meetings dedicated to studying the amendment of Article 12 related to the export of the region’s oil and the costs of production and transportation, stressing that advanced stages have been reached in this regard in preparation for putting it to a vote in the council, noting that the amendments relate to Article 12 and not to the budget schedules.”
The committee stated that “a number of observations and proposals were discussed, and it stressed the importance of proceeding with the legislation of the law related to Article 12 in a way that ensures that all parties are obligated to implement its outcomes and achieve the public interest.”
The interventions also focused, according to the statement, on “Article 12 and discussed in detail issues related to the consulting company, determining time periods, and production and export costs, indicating the need to develop a well-thought-out plan based on the proposed texts, with the possibility of amending them to address obstacles and ensure the achievement of the law’s objectives.”
The committee voted within it to “amend Article 12 of the draft general budget law regarding the costs of producing and exporting oil from the Kurdistan Region, in preparation for voting on it in the session currently being held.”

Shafaq News/ Iraq’s Sunday parliamentary session witnessed a quorum break as MPs exited the hall following the vote on a section of the federal budget law. Shafaq News correspondent reported that the session, which addressed the Federal Intelligence Agency and the Budget Law, lost its legal quorum as MPs exited the chamber after voting on the Intelligence Agency sections and before reaching a vote on the budget. Mustafa Sanad, a member of the Finance Committee, explained, “The Finance Committee approved the budget amendment submitted by the government, which increases regional costs, without any modifications or additions. The amendment passed with 10 votes out of 17, but I dissented. I urge my fellow MPs to abstain from voting on the budget in parliament.” The draft budget law includes Article 12, which compensates the Kurdistan Regional Government to cover production and transportation costs associated with oil extraction in the region. |

Last week I read two opinion pieces talking about the collapse of Iraq's parliamentary system caused by parliamentarians and political blocs scuppering parliament sessions because they don't want laws that they don't like being discussed and debated and possibly passed into law.
At the moment there are several important laws that are constantly having to be kicked down the road because people don't want to see them passed and so don't turn up meaning the required quorum isn't reached and sessions have to be cancelled
The Speaker is now talking about using his powers to fine those who don't turn up 1 million dinars for each session missed.
He's going to start giving political blocs and individuals a hard time.

Today, Sunday, January 19, 2025, Parliament Speaker Mahmoud Al-Mashhadani directed the cancellation of all delegations for representatives and the activation of interrogation requests for ministers.
The media office of the Speaker of the Council stated, received by "Baghdad Today", that Al-Mashhadani "chaired a meeting of the heads of the parliamentary blocs in the constitutional hall inside the Council building, for the purpose of finding appropriate solutions to end the state of failure to achieve the legal quorum for holding parliamentary sessions."
Al-Mashhadani stressed during the meeting, according to the statement, "the necessity for the Council of Representatives to continue holding its sessions, which ensure the performance of its legislative and oversight role that the Iraqi people await with regard to laws that touch their needs and livelihood, such as approving budget schedules and other laws that concern some security agencies and the general amnesty and personal status laws."
He added, "The solidarity and cooperation of the parliamentary blocs with the Speaker of the Council will lead to the holding of sessions and the revival of confidence between the Council and the citizens, which will positively reflect on the electoral situation that will take place in the coming months."
Al-Mashhadani announced that "the coming days will witness the activation of the rules of parliamentary conduct in accordance with the Council's law and internal regulations, and the imposition of a financial fine of one million dinars on the representative absent from a single session, and the publication of the names of the absent representatives on the Council's official website."
He also directed "the cancellation of all delegations to representatives, as well as the return to electronic voting on draft laws, and the activation of interrogation requests for ministers."
He stressed the "necessity of rationalizing the media appearance of representatives and making it appropriate for their parliamentary status and representation of the Iraqi people, and not distributing criticisms to the House of Representatives and government institutions without following the official means to convey these criticisms."
Al-Mashhadani renewed his "call to the political blocs to assume their responsibilities in ensuring that representatives attend sessions, achieve the legal quorum, and participate effectively in passing laws that serve the country's interests."

On January 13th, the Taqaddum bloc decided to boycott Parliament sessions due to the exclusion of the Amnesty Law amendment and non-compliance with political agreements, confirming it would “continue the boycott until the law is added to the agenda.”

Today, Sunday (January 19, 2025), the House of Representatives held its session, headed by Parliament Speaker Mahmoud Al-Mashhadani.
The media department of the Council of Representatives said in a statement received by "Baghdad Today" that "the Council of Representatives opened the work of the second session of the fifth electoral cycle, headed by Mahmoud Al-Mashhadani and attended by 167 representatives."
The Parliament's media department stated in a statement that "the House of Representatives decided to postpone its session for half an hour due to the lack of a legal quorum."
Earlier today, a parliamentary source revealed that Parliament Speaker Mahmoud Al-Mashhadani met with the heads of parliamentary blocs to discuss important laws.

The Finance Committee of the House of Representatives announced today, Sunday (January 19, 2025), the imminent vote on amending Article 12 of the budget related to the Kurdistan Region’s oil, while pointing to the most prominent proposals submitted to amend this paragraph.
The head of the committee, Atwan Al-Atwani, said in a speech during a committee meeting, according to a statement received by "Baghdad Today", that "the committee's meetings are continuing to discuss amending Article 12 of the budget law related to the Kurdistan Region's oil," indicating that "the committee has reached the final stages of completing the hosting and providing a lot of information in preparation for voting on the amendment today."
He added, "It is necessary for there to be a decision from the committee to submit the draft law to a vote," expressing his hope that "an agreement will be reached to vote on this draft law, which complements the 2023 budget."
He pointed out that "there are a number of committee members who have raised many paragraphs and submitted proposals, and we will raise them so that everyone is aware of them, but they cannot be added considering that the project is an amendment and not budget tables," indicating that "the committee's opinion from the beginning is to proceed with amending the law, but we do not want the clauses and amendments to be like their predecessors, unproductive amendments."
Al-Atwani explained that “the committee added to the amendment paragraphs the obligation of the parties, whether the Ministry of Finance or the Ministry of Oil Resources, to abide by the outputs of the consulting company,” stressing that “there must be an obligation for both parties.”
Al-Atwani concluded by saying, “The consulting company must have a working period that may end in 2025, and it has not achieved results,” stressing, “We are keen to implement the results during this year to be a basis for 2026 |
