Personally I don't believe a single word that comes out of this lots mouth. They have been deliberately trying to break the Kurds politically and financially, since Saddam Hussein's days.
Things have changed between the Kurds and Turkey and will change again once Trump is in the Whitehouse. They KNOW this . Hence all the bravado. So lets see what happens Sunday.

![](https://images.advfn.com/static/default-user.png) https://www.kurdistan24.net/en/story/820100 ERBIL (Kurdistan24) Safeen Dizayee, Head of the Kurdistan Regional Government (KRG) Department of Foreign Relations (DFR) on Thursday reaffirmed that the KRG has fulfilled all its commitments towards the federal government of Baghdad. "The KRG is often accused of not biding by Baghdad Erbil agreements, therefore today (Thursday) the KRG delegation gave a comprehensive explanation to the representatives of the diplomatic missions in the Kurdistan Region, reaffirming KRG's continued readiness to hold talks with Baghdad over the pending issues between Erbil and Baghdad," Dizayee told a press conference. "The salary issue is used as a political card by Baghdad against Kurdistan Region's public sector employees," Dizayee stated. He added that earlier the Iraqi federal court has decided not to politicize this issue but the federal government didn't abide by the court's decision. "The diplomatic envoys were given more details about the previous ambiguity, so they wanted to hear the answers from the Kurdistan Regional Government itself, to help bring Erbil and Baghdad together and find an appropriate solution." Said Dizayee. Safin Dzeyi, emphasized that "the salaried employees of the Kurdistan Region, are part of the Iraqi citizens, so the federal government should fully implement its responsibilities toward them, the way the KRG has being fulfilling its responsibilities toward Baghdad." Regarding the resumption of Kurdistan Region oil export, Dizayee, stated that "oil export has been halted for 22 months; however, the efforts for resuming export is continuing." He further explained that "in the consequence of halting Kurdistan oil export Turkey lost less than $2B, while Kurdistan lost more than $22B. Dizayee revealed that EU countries and the United States are making efforts to solve the pending issues between Erbil and Baghdad, and that they have told Baghdad that these issues should be solved soon. He added that in this context, a top US official was in contact with the KRG Prime Minister Masrour Barzani last week. Read More: 'Good measures are taken to resume Kurdistan oil export' Kurdistan Presidency SpokesmanDizayee's remarks comes following a round table meeting on Thursday between the KRG delegation assigned for Baghdad negotiations and the diplomatic missions' representatives in Kurdistan Region, including U.S. Consulate Erbil's representative. The KRG delegation included Dizayee himself, Dr. Omed Sabah, Diwan (Office) Chairman at the KRG Council of Ministers, Awat Janab Noori, KRG Minister of Finance and Economy, Kamal Mohammed, Acting Minister of the KRG Natural Resources Ministery, and the KRG spokesperson Peshawa Hawramani. "We are ready to hand over the domestic revenue to Baghdad and we have said this in the past, but on condition that the entire budget of the Kurdistan Region is sent, not just salaries," said Hawramani, following the round table meeting.Hawramani emphasized that "the KRG is ready to sell oil through the State Organization for Marketing of Oil (SOMO), but who slowed down the process of oil exports and caused more than $ 25 billion in losses to the Iraqi treasury? Of course, there have been no violations on the part of the KRG, but on the part of the Iraqi government, even if the federal Prime Minister intended to resolve the issue, if we speak frankly, there have been other forces and parties hindering the efforts to solve it." Hawramani stated, "The KRG is prepared to sell oil through the Iraqi State Organization for Marketing of Oil (SOMO). However, who is responsible for the slowdown in the oil export process that resulted in over $25 B in losses to the Iraqi treasury? Clearly, there have been no violations from the KRG's side. Despite the federal Prime Minister's intentions to resolve the issue, frankly speaking, other forces and parties have obstructed the resolution efforts.""The starvation and the treatment of the people of the Kurdistan Region by the Iraqi government has no excuse," Hawramani said. "They have presented all the necessary statistics on the violations of the agreements between Erbil and Baghdad to the foreign diplomatic missions' representatives," he concluded. The ongoing disputes between the KRG and the federal government of Iraq continue to shape diplomatic and economic conversations, especially concerning the implementation of agreements related to budget allocations and oil exports. Tensions have been particularly evident over the distribution of salaries to public sector employees in the Kurdistan Region, which the KRG argues has been politicized by Baghdad. These issues were at the forefront during Thursday's round table meeting where KRG officials provided detailed clarifications to representatives of diplomatic missions in the Kurdistan Region. The meeting aimed to reaffirm the KRG's readiness to engage with Baghdad to resolve these persistent issues and to demonstrate the KRG's compliance with prior agreements, countering accusations of non-compliance.This dialogue occurs against a backdrop of significant financial losses attributed to halted oil exports, highlighting the economic stakes involved and the broader geopolitical interest from international actors like the EU and the United States in fostering a resolution. |

Spark plug - "Looks like the different Iraq's faction have no intention of vote going through reading the above."
There will always be those who won't vote for anything they see as benefiting the Kurds.
But this time it has been approved by the Council of Ministers and the Coordination Framework so a positive vote looks like the more likely outcome. |
But there are also unknown unknowns—the ones we don't know we don't know. And if one looks throughout the history of our country and other free countries, it is the latter category that tends to be the difficult ones.[1
Miller made a platitudinous farewell perhaps to share some of the credit for what comes next but Baghdad will not share any credit determined that if any comes will be theirs and that Baghdad will be shown to be in control.
I`m still waiting to see what the KRG make of it after their outburst at the weekend. |
Looks like the different Iraq's faction have no intention of vote going through reading the above, it's just same old stalling tactics - not sure if Trump has a plan to sort it out. They keep lying about their intentions to opening the pipe and as they have no intention of doing so, it only confirms their hatred of the Kurds is as strong as ever. Not sure where we go from here, this is beyond tedious now and needs a resolution asap. Whatever BP are doing even talking to them amazes me, and there is Sudani meeting Shell boss spouting a welcome of investment. Lets see what update we get in a couple of weeks with dividend announcement to pacify us for now. |

![](https://images.advfn.com/static/default-user.png) https://shafaq.com/en/Iraq/Iraq-slams-US-intervention-in-Erbil-Baghdad-budget-issue-as-blatant-interference Shafaq News/ On Thursday, the Iraqi Parliament's Foreign Affairs Committee rejected statements from the US State Department urging Parliament to expedite the budget vote to resolve disputes between Baghdad and Erbil, describing them as an "unacceptable intervention."On Wednesday, the US State Department urged the Iraqi Parliament to expedite the approval of Iraq's federal budget. When asked for comments on the recent disputes between Erbil and Baghdad over oil and budget issues, State Department spokesperson Matthew Miller said, "We have engaged the Government of Iraq and the Kurdistan Regional Government to reach a durable budget agreement that would facilitate sustained oil production in the Iraqi Kurdistan region. We have seen the review of the budget amendment this week and urge its speedy adoption."In response, committee member Mukhtar Al-Mousawi told Shafaq News Agency, "The US State Department's statements are unacceptable. This blatant interference in Iraq's internal affairs, including the budget and other issues, cannot be ignored and must be formally rejected by the relevant government bodies, parliament, and political forces."Al-Mousawi further affirmed, "The financial and oil disputes between Baghdad and Erbil are internal matters, and no external party should interfere, as such involvement only exacerbates the disagreements," adding, "Therefore, the US State Department must avoid meddling.""Any attempt to exert media pressure or other forms of influence has not, and will not, have an impact on Iraq's legislative institution," he pointed out.Erbil-Baghdad DisputesThe main points of disagreement between Baghdad and Erbil center on oil exports, budget allocations, and constitutional compliance.A key issue has been the suspension of oil exports from the Kurdistan Region, which has been on hold since March 2023 due to a legal dispute over pipeline agreements. The Iraqi government proposed a budget amendment to restart these exports, but it has faced resistance in parliament.Throughout 2024 and 2025, several high-level discussions have taken place to address these disputes. Notably, Kurdistan Region President Nechirvan Barzani visited Baghdad in April 2024 and January 2025 to meet with Iraqi officials and discuss the disagreements. However, no comprehensive solution has been reached yet.Recently, the Iraqi Parliament's Finance Committee met with Finance Minister Taif Sami to discuss proposed amendments to certain articles of the 2025 Budget Law, including issues related to oil, salaries, and the Kurdistan Region's budget. Additionally, the Parliament has completed the review and second reading of the draft law for the first amendment to the federal Budget Law. |
https://x.com/zoomnewskrd/status/1879828949749964883 State Department Spokesperson Matthew Miller urged the swift formation of the next Kurdistan Regional Government (KRG) cabinet and emphasized the need for Baghdad and Erbil to resolve their disputes over the budget and the resumption of Kurdish oil production. Miller called for a lasting agreement to ensure steady oil production in the Region and urged the rapid adoption of the reviewed budget amendment. |

Wait and see. They may publish what gets approved and then have lots of meetings to decide whether it was constitutional and what it means in practice.
But there are also unknown unknowns—the ones we don't know we don't know. And if one looks throughout the history of our country and other free countries, it is the latter category that tends to be the difficult ones.[1]
Rest assured that Baghdad wants control and Kurdistan to be a submissive province not a semi autonomous region. |
![](https://images.advfn.com/static/default-user.png) https://peregraf.com/en/news/8241 The United States has renewed its call for the Kurdistan Regional Government (KRG) and Iraq's federal government in Baghdad to resolve their budgetary disputes, emphasizing the importance of a durable agreement to sustain oil production in the Kurdistan Region of Iraq (KRI).Speaking during a press briefing, US State Department spokesperson Matthew Miller highlighted Washington's ongoing engagement with both sides. "We have engaged the Government of Iraq and the Kurdistan Regional Government to reach a durable agreement that would facilitate sustained oil production in the Kurdistan Region," Miller stated. "We have seen the review of the budget amendment this week and urge its speedy adoption."The prolonged dispute between Erbil and Baghdad has significantly impacted oil exports and revenue-sharing arrangements, with the KRG grappling with financial constraints due to delays in budget transfers. The US appeal intensifies pressure on both parties to reach an agreement that could stabilize the energy sector in the region.Support for KRG Cabinet FormationAddressing the political stalemate over the formation of a new KRG cabinet, Miller urged political parties to act swiftly and inclusively. "We encourage political parties to support an inclusive and timely KRG formation. The seating of a new government will allow the KRG to advance human rights, promote economic development, and enhance the resiliency of the Iraqi Kurdistan Region as part of a secure, stable, and sovereign Iraq," he said. The delays in forming a new cabinet have drawn criticism, with political disagreements impeding governance and much-needed reforms. A functioning cabinet is seen as essential to addressing the region's economic and administrative challenges.Oil Disputes and Economic UncertaintyOil exports from the Kurdistan Region have been suspended since March 2023 following a ruling by the International Court of Arbitration in Paris. The court sided with Iraq in a longstanding dispute with Turkey, halting the flow of oil through the Ceyhan pipeline. The ongoing disagreement also involves financial terms with international oil companies (IOCs) operating in the region. Baghdad has pushed for renegotiation of payment terms and replacing the KRG's production-sharing contracts with service contracts, a move met with resistance from IOCs.Efforts to amend Iraq's budget law are viewed as a critical step in resolving these disputes. The outcome of these legislative and diplomatic efforts in the coming weeks will determine whether stability can return to Iraq's oil sector and whether trust can be restored among key stakeholders. This US call underscores the urgency of collaboration between all parties to mitigate the economic fallout of the prolonged suspension and secure a sustainable resolution for the benefit of the entire country. |

What is the vote for? Is it to resume oil exports via pipeline or just the budget. Have they said what price per barrel will be paid if it resumes. What about the outstanding receivables? |
