There are no big names on the institutional shareholder list and there will be no dividend until all the banks are satisfied that gearing - cash flow and other banking metrics are in good shape and that includes even selling a dam project in Chile.

The issue was reported to be ~6x oversubscribed. This highlights that Glencore can refinance its maturing debt profile successfully and at cheaper levels. They will continue to chip away at cutting costs, asset/stake sales, improve the credit rating and then refi & reduce the debt as maturities near and opportunities arise. There is nothing wrong with this news.
