US politicians are very corrupt when it comes to manipulating share prices it's how they become so rich whilst in power. The military industrial complex and pharma are the biggest 'lobbiers' but anyone can use politicians for a favour or a price. The mafia proved that during prohibition.

Incidentally I think the reason for the shorting is the expectation of a placement. If you study the EDGAR records you find there was a plan for a placement, but because this was holding the share price down they moved to simply a listing.
