Company hasn't made available documents required for the new compliance regulations-
Key Investor Information Document
Costs and Charges Disclosure Document
Thus buying is 'not allowed' at the moment

End result is that 'compliance' is distorting the market for NCYF at the moment.

Yes and Yes!
Last year's dividend declared on July 19th and went ex-div on 28th July.
April 2017 dividend announced on 19th April and ex-div on 27th April.
