Absolutely - been watching for a while, and bought last week (and posted it!). This is either going to increase 5-10 fold or go bust - rather than a quick 20% (although more than 80% so far from sub-40p last week) I am looking for 500-1000% in due course. I think it is a very good risk:reward for the former, and it's not often this sort of opportunity arrives.

But nothing guaranteed.

We know they arent going to go bust, 2 big contracts and a cash raise IF they need to. All buys are a risk but i believe its low risk down here , its not quite the bottom but not far off

Agreed however winning contracts in this environment where most companies sales/revenues have collapsed demonstrate that this could be a winner once Covid 19 gets over.You won't be able to buy this low once this is all over.

Hopefully "this time" will be better - there is a plethora of failed companies in this arena - my worst was Jarvis PLC.

It can be sub 100 - it is. As with all long term construction, it's about management - of bids, clients expectations, staff, suppliers, currencies, external factors...

Anyone can win contracts - just bid less than the competitors. As any number of recent high profile insolvencies have demonstrated. Then they go bust as they run out of cash.

COST appear (to me) to be better than most. But they have their fair share of balls-ups too, including the ongoing A465 in Wales fiasco. So no guarantees anywhere just because they have won another contract and been asked to get on with HS2. You just have to hope (and expect) that lessons have been learnt and there should be a relatively benign environment as the government has a dwindling list of major players capable of delivering these sort of infrastructure projects and it does not help the government to force more suppliers into insolvency.

As said previously, COST is better placed than most - it's about management and execution, not just chasing turnover a la Kier and others.
