It would be safe to assume that the decrees were not produced and therefore cannot be shown to be official or bogus. The claimant being ROI, Churchill has been cleared of fraud so the question is for ROI, to which the reply would be, unknown. I would hope Churchill have an archived copy of the, Decree. 22/8/2015 11:01 | Dont think that ICSID is dragging their feet to allow negotiations for an OOC settlement to take place, that is not in their brief and their job is to judge the situation on its merits not get influenced by OOC discussions. More likely the Judges are quite happy to take their own time a bit like the Iraq Chilcot enquiry who ignore all exterior pressure and continue toswallow public money whilst lining their own pockets.
