   CEC Unet to enter into a 5 year exclusive strategic partnership with China
             Mobile Communications and Telecom Association ("CMCA")


London, Beijing, 22 November 2007: CEC Unet plc, the Chinese mobile media
services company listed on AIM (AIM: CECU) announces that it has entered into a
5 year exclusive partnership with CMCA to distribute Payment and Personal Media
capable handsets ("P Phone"). The P Phone handsets will allow Chinese customers
to pay bills, check their bank balance and purchase goods and services directly
from their mobile phones for the first time.

Under the partnership, CMCA undertakes on a best effort basis to distribute P
Phones to at least 25 million users throughout China within 36 months from the
date of the agreement. CEC Unet, through its fully owned Hong Kong subsidiary
Business New Media Ltd., will invest up to US$1.8 million to cover operating
costs and the cost of integrating the technology. CEC Unet will receive 70% of
the revenue generated by the project. Proceeds will come from sales of P Phone
smart film and sim cards, mobile-based payments, advertising and licensing.

The smart film and sim cards are products that can turn virtually any mobile
phone into a P Phone once they are inserted into the back of the handset. These
products will be sold through existing mobile distribution channels such as CEC
Unet's own 50,000 retail outlets in Henan province.

The P Phone deal will open up new payment options, enhancing CEC Unet's
commission based revenue model and supporting the Company's ongoing rollout of
top-up payment services in Henan, Guangdong and future provinces.

The benefits of the P Phone transaction to the Company are summarized as
follows:

(1) Increased Brand and Consumer Loyalty. P Phone will bring CEC Unet a
powerful, unified brand under which it can market its various mobile payment
services to existing and future consumers. This strong brand, coupled with first
rate services, will engender customer loyalty.

(2) Creation of Direct Consumers. P Phone will enable CEC Unet to convert its 7
million mobile consumer base in Henan province (and fast growing in other
regions) from occasional top-up consumers, who only access CEC Unet's services
on average once every two months, to loyal P Phone users who can access the
company's payment several times per day.

(3) Reduction in Reliance on Retail Outlets. P Phone will enable the company to
reduce its reliance on retail partners for generating revenue by establishing a
direct link with its mobile consumers. At present, consumers purchase CEC Unet's
mobile services at 50,000 retail outlets in China by paying cash. With P Phone,
these consumers will be able to pay directly from their handsets using their own
bank debit cards. This will enhance the company's direct relationship with its
mobile consumers and gradually eliminate the need to transact through offline
retail outlets.

(4) Increased/Diversified Revenues. P Phone will bring CEC Unet diversified and
increased profits by adding 50-60 new payment services to the current electronic
top-up services. These new services include payment of utilities, sale of lotto
tickets and other practical day-to-day services. All expanded services will be
easily integrated with P Phone since they are already linked to China's bank
debit cards, which P Phone supports.

(5) Enhanced Distribution Capabilities. P Phone will enhance CEC Unet's mobile
distribution capabilities by establishing partnerships with China's leading sim
card manufacturers and distributors. By accessing the sales networks of these
manufacturers and distributors, the company will be able to maximize its sales
of P Phone sim cards, smart film and other mobile products and services.

The P Phone will enable customers to pay utility bills, check their balance and
purchase other services without the need to queue at a bank or shop. These
functions, as well as other media capabilities and advertising support, will
strengthen CEC Unet's user base by creating a loyal and cohesive consumer
community linked with CEC Unet at all times for payment and information. We are
