In accordance with paragraph 8 of the Procedure for granting special permits for the use of subsoil, approved by the Cabinet of Ministers of Ukraine of May 30, 2011 No. 615, (hereinafter - the Procedure) due to the availability of grounds for granting special permits for the use of subsoil and taking into account the proposals of the Working Group on Issues subsoil use (Minutes No. 1-WG / 2019 of 22.11.2019)

ORDER:

1. To grant special permits for the use of subsoil in accordance with the first subparagraph of paragraph 8 of the Procedure in accordance with the annex to this order.
2. The Permit and Auction Department shall take the necessary measures to grant special permits for the use of subsoil in accordance with paragraph 1 of this Order.
3. I reserve control over the execution of this order.

Goshenadar agreed to extend Cadogan special permit to Blazhiv deposit
Head of the State Service of Geology and Subsoil of Ukraine (State Geogeneration) Roman Opimakh approved the order to grant a special permit for the extraction of hydrocarbons at the Blazhiv deposit without an auction of the subsidiary of Cadogan Petroleum LLC Yusenko Nadra. The corresponding order of the State Geogadar No. 431 was issued on November 22, 2019, taking into account the proposals of the Working Group on Subsoil Use. Opimaw also instructed the management of the permit group and the auction activity to take the necessary measures to grant a special permit.

The special permit is granted without holding an auction due to the fact that Yusenko Nadra has already, at its own expense, carried out a geological survey of the subsoil and the calculation of mineral resources, and in advance submitted the application for a special permit for the extraction of mineral resources of the respective field.

According to the licensing procedure, the specialized organization must calculate the cost of the special permit paid by the applicant within 30 calendar days. After that, the applicant enters into an agreement with the State Geodrama on the conditions of use of the subsoil and receives a special permit.

Cadogan Petroleum hopes that the completion of this procedure will be completed by the end of this week, after which the company will be able to recover the extracted at the field, representatives of Cadogan shared with ExPro.

As it was informed earlier, Yusenko Nadra in July (5 months before the expiry of the preliminary permit) applied to the State Geogenerator for a special permit for extraction at Blazhiv Oil Field (Lviv region), for a period of 20 years, after the completion of geological study and full implementation of the licensed program on Monastyretska Square (which includes the Blazhiv deposit)

CADOGAN PETROLEUM HAS RECEIVED SPECIAL PERMIT TO CONTINUE PRODUCTION AT BLAZHIVSKE FIELD 26 NOVEMBER 2019 Cadogan Petroleum subsidiary Yusenko Nadra LLC has received permission to continue work at the Blazhivske field. Chairman of the State Service of Geology and Subsoil of Ukraine Roman Opimakh approved an order to grant special permits for the production of hydrocarbons without an auction. It is reported by Expro. A special permit is granted without an auction due to the fact that Yusenko Nadra, at its own expense, has already carried out geological exploration of the subsurface site and the calculation of mineral reserves, and at the same time it has filed documents in advance for a special permit for mining of the corresponding field. The specialized commission must calculate the cost of the special permit that the applicant pays within 30 calendar days. I'm not so worried about today news because 4 december 2019 will arrive soon.
Second, Cadogan filled license application on 2 july '19... More than 4 months ago.

The admnistrative process of License application/renewal/ecc is directly managed by SGS Ukraine/Geonadra, not by the Company.

Cadogan will resume Oil production asap after conversion.

I agree with Targa, it could be a good chance to schedule/to 'make' maintenance activities (for example: coiled tubing unit to perform a stimulation of the well and enhance Blazh10's productivity).

An estimation of the Cash & Cash equivalents..
It would not be so difficult but the main problems are...

1) An 'Agreement to sale' is an 'Agreement to sale'...
'Closing the sale' or 'finalizing the sale' is an another thing.
Generally, the seller gets the consideration at the closing.

Cadogan never confirmed/comunicated (RNS) the closing of the sale of Gazvydobuvannya LLC.
Now we will wait if Cadogan confirms/comunicates (RNS) the closing of the sale of AstroInvest Ukraine LLC.

2) this period is the Heating Season (distribution and sales of the Natural Gas) - the Heating Season period: October->April.
Trading NG activity uses cash and credit line to buy and stock Natural Gas (increase inventories) for this period -> cash out flow (minimum 2-3 USD Million);

Assumption -> Cash In/Out flows from Operations/Operating Activities (E&P + Oil Services) neutral (+/- O USD).

The progress about the Conversion of the Monastyretska license/Blazhiv field and the Renewal of the Bytlianska license is a good news as well as the closing of the sale of Gazvydobuvannya LLC to the Ukrinvest Group (even if not communicated to the stakeholders/stock market).

Imho, Cadogan is on the right track.

The sales price (2.8 Usd Million or 2.178.142 GBP) of Gazvydobuvannya LLC is worth 0.00924 GBP per share.. Approx 16,8% of the current share price (0,055 GBP) on the stock market.

Operations update

Cadogan Petroleum plc (“Cadogan”), an independent, diversified oil & gas company listed on the main market of the London Stock Exchange, is pleased to announce that the regional Council of L’viv has approved the application for a 20-year production license for the Blazhiv field (formerly Monastyretska license) and has notified the licensing authority (SGS).

This is the last of the intermediate approvals required for the SGS to issue its final decision on the Blazhiv field license award. SGS has up to thirty days to approve the award of the license.

During the same session, the regional Council of L’viv also approved the application for a 20-year license for Bitlyanska.
