Instead of Dame (or whatever she got for her near destruction of a great british company) Sharon, who was imv anti-bt, we seem to have a sensible regulator who wants openreach to produce a reasonable profit while also generating fair competition for them. They actually did say part of that, so now it's just a question of where the emphasis is. And to invest, yes you do need to be strong and profitable (or a market darling), that's how it works.
