Goldman Singles Out Zinc as ‘Bullish Exception’ Among Metals

Zinc stands alone, according to Goldman Sachs Group Inc. The New York-based bank has raised its forecasts for the next year on tightening supply and robust demand in China, highlighting its positive prospects in contrast to the “very bearish” outlook seen for all other base metals.

The six and 12-month forecasts were boosted to $2,100 a metric ton from $1,700, while the three-month call rose to $2,000 from $1,800, analysts including Max Layton said in a May 19 report. Zinc for three-month delivery was at $1,868 a ton on the London Metal Exchange on Thursday.

“We view zinc as the bullish exception in the metals space, and remain very bearish on the outlook for the other base metals prices, most notably copper and aluminum, where we see very strong supply growth” in the second half, the analysts wrote. “Zinc has by far the most bullish supply-side dynamic.”

May 11 (Zambia Informer)-----The Zambia Environmental Management Agency (ZEMA) has formally approved the construction and operationalization of the long awaited Kabwe lead and zinc mine under Enviro Processing Ltd., a subsidiary of the London listed Berkeley Mineral Resource Group, an official says.

The project is expected to be undertaken over a period of three years from the date of approval of the project at which various constructions including laboratory, offices, among others will be undertaken, says Mercy Zulu, the ZEMA communications officer in an emailed report of the approval.
On Feb. 26., Enviro Processing Ltd., said it set aside a staggering US$2.5 million for initial ‘reconstruction of the Kabwe-lead and zinc plant’ with a further US$100,000 being budgeted for environmental protection in the area, the Zambia’s environmental authorities have finally approved the company’s 'belated' operational licence.

During the last and seventh public hearing to be held in Kabwe, the company hinted it was willing to sojourn into Zambia as soon as approval formalities were confirmed with a pledge to invest a staggering US$2.5 million in initial re-installation of equipment and other operational gadgets to kick start the mine, to be undertaken through leach and washing processing methods.

EPL is also considering setting aside about US$100,000 for environmental protection during and after use of the mine should it consider disinvesting in future.

EPL, once operational, according to developers, seeks to maximize the lead and zinc deposits in excess of 6, 383,841 tons while at inception it plans to create 300 jobs to desired skilled and unskilled manpower, said general manager, Geoff Carson during the February 26 March public hearing.

Part of the plant re-assembling has been done in recent months to determine the availability of the metals through rig drilling noting that while resources had been set aside to undertake initial construction and importation of equipment including steel materials needed to construct the plant site, EPL and its holding company could not go ahead until ZEMA gave consent, added Carson.

EPL operations will only be undertaken during day time and not in the night to assist monitor pollution possibilities and ensure it is averted. During operations, EPL plans to play a key role in developing the agriculture sector through the manufacture of “pollution-free-top and basal-dressing fertilizers” which will be sold to farmers within and surrounding areas

May 7 - As Zambia looks up to improved metal prices on the international metal market, the long awaited lead and zinc mine in Kabwe gears up for re-opening.

Zambia has in recent months slumped to eighth position, second from its northern neighbour, DR Congo (seventh) on the world's leading copper producers' ladder, but a ray of hope still illuminates with possibilities of prices surging above US$7,000/ per metric ton, what with the revised mineral royalties which will now be sliding either up or down based on the prevailing London Metal Exchange 'value' fluctuations.

However, with all this developing on the red metal market, Enviro Processing Ltd., a subsidiary of Berkeley Mineral Resources Group, the London-based and Alternative Listed Market (ALM) miner has set aside a staggering US$2.5 million for initial ‘reconstruction of the Kabwe-lead and zinc plant’ with a further US$100,000 being budgeted for environmental protection in the area, the Zambia’s environmental authorities have finally approved the company’s 'belated' operational licence.

“Sources close to the mining company hinted to the Zambia Informer that the Zambia Environmental Management Agency (ZEMA), after a lengthy review of the company’s application including the Environmental Impact (EIA) report(s), accompanied by about seven public hearings to date, had on Thursday, May 5, granted a licence to EPL to start operations at the ‘closed mine’.

“ZEMA approval granted yesterday” insiders said in an email response to the Zambia Informer, Friday without giving details. However, ZEMA confirmed the development in a separate response: “The project has been approved. Decision letter was issued yesterday (Thursday)” Irene Lungu, the agency spokeswoman stated in reply to a query over the matter.

She, however, could not divulge more details on the matter but promised to expedite the matter soon.

The mine, closed in the 1990s following concerns of lead and zinc pollution to many of the town’s settlements, including neighbouring townships, Kasanda and Makululu, has, however, compelled new mine owners, EPL to consider setting aside about US$100,000 for environmental protection during and after use of the mine should it consider disinvesting in future.

EPL, once operational, according to developers, seeks to maximize the lead and zinc deposits in excess of 6, 383,841 tons while at inception it plans to create 300 jobs to desired skilled and unskilled manpower, said general manager, Geoff Carson during the February 26 March public hearing.

The meeting which attracted various stakeholders including officials from the Kabwe Municipality, mineral experts and a horde of job seekers, many who had pleaded for expedience from company management to ‘plough them out of poverty” in the once heavily industrialised town.

Kabwe, lying about 150 kilometres from the Zambian capital which once housed the mining conglomerate-Zambia Consolidated Copper Mines (ZCCM) is reported to be endowed with several deposits of lead and zinc which was abandoned after years of mining.

However, EPL, would upon receiving a go ahead, start work on the site and ensure production started before the close of 2016 with due consideration to avert pollution from the would be mining operations, according to management.

Carson had told the meeting that EPL has and still undertaking various obligations as demanded under the EIA report as well as ZEMA’s set operating guidelines. These included securing surface which were registered and later approved in 2013, small and large mining formalities were also tendered and later approved in 2012 and only the EIA had been delayed after several resubmissions until it was consented in 2013.

The EPL development plan, submitted to the ministry of mines in February this year had also been delayed which EPL was hopeful would be expedited to ensure its approval to avert further delay to the mine’s commencement.

“We are set to get started……we have made inquiries on the importation of steel for plant reinforcement but until we hear from ZEMA, our hands are tied…….Above all, we are concerned at the high levels of employment and this is one area where we want to undertake our corporate social responsibility.” according to Carson.

EPL operations will only be undertaken during day time and not in the night to assist monitor pollution possibilities and ensure it is averted. During operations, EPL plans to play a key role in developing the agriculture sector through the manufacture of “pollution-free-top and basal-dressing fertilizers” which will be sold to farmers within and surrounding areas.

Recently, the World Bank staked US$60 million to assist reduce on pollution levels in mining areas including Mufulira and Chingola, besides Kabwe where pollution has taken root especially in among other areas, Kasanda and Makululu townships, a few metres away from the mine site.

Earlier investigations by global environmental watchdogs show that Kabwe is rated among the top 10 world’s most polluted towns and the World Bank has committed itself to work with various stakeholders including Government and local municipality.

The stakeholders will be cardinal in ensuring to among other things, cover the polluted areas with top soil and constantly review the water impurities or acidity (Ph.) in streams and water catchments which people use to draw the water for onward consumption, which Carson said the miner would play its part to avert a recur of the past pollution reports.

“Our leaching processes will be 90 percent while at the same time, we shall maximize the washing plant so that we don’t see many impurities or mineral substances dissolving or seeping into the water or the general environment……our goal is to ensure we control environmental pollution or either lead or zinc because only a paltry 0.8 percent of residue will escape.”

Recently former mines deputy minister and mineralogist, Mathius Mphande, a lecturer at University of Zambia claimed the Kabwe based lead and zinc mine had been closed because of environmental concerns.

According to Mphande, the mine was closed indefinitely in the early 1996 because of consequences and cost benefits that were accrued in the process of its operations despite some resistance and the need to retain jobs.

“I single handedly and unilaterally, alone, closed Kabwe mine when I was minister (deputy in the Frederick Chiluba Government)…….I was listening to my civil servants, the technocrats, fellow ministers and the President but understanding the consequences of the subsidies which Government gave to the town, I found it difficult to leave the mine operational……..I was however fired for my action but I’m alive.” Said Mphande, a renowned mineralogist and lecturer in the school of mines at the University of Zambia. These are besides his traditional role-Chief Mphande of Mbala.
