This unverified "boatman" report may well be dismissed ....... But something very worrying is going on here.

So, UKFI looks after the taxpayer's interests in enterprises where there is Government money invested in privatised businesses, where there is a contingent public sector liability involved, or where there are critical output delivery requirements. Nuclear dock upgrades and maintenance of submarine capability meet these criteria. UKFI's seconded (from the finance sector) heavyweights will be involved in the Cabinet Office decision to invoke the Special Shareholder rights to take Devonport back and sell it on to a competent operator.

The Boatman report is severely overweight on the relevance of Appledore to the current situation.

Mod (by which I mean senior RN officers) is, however, highly culpable in the Marine Division mess relating to the Astute refit capability. It failed to kick off the required investment in 2011 because it was too frightened to ask for the money from HTM. Unbelievable, given what is at stake.

Couldn't disagree with the comments about the Chairman and CEO, however.
