Equity development analysis....

Valuation anomaly. Avanti's current enterprise value is £88m, which is
roughly the equivalent to the insured value of the satellite. In other words, the
market does not believe that management's strategy of targeting data users
with Ka bandwidth has any economic value over and above the cost of building
a satellite. There are a number of reasons to be comfortable this is NOT the
case. Firstly, the company has already sold £20m of capacity and has a sales
pipeline of £236m. Secondly, Eutelsat have commissioned the construction of
aKa band satellite for Europe that is due for launch on 2011/12, with Viasat
also announcing their intention to use Ka bandwidth to target the data market
in the USA joining Wild Blue and HNS as the third competitor in that market.
These two reasons alone should assuage investors' concerns.
�� Substantial upside. We understand that the rule of thumb for the valuation
of medium sized satellites such as HYLAS is an enterprise value of £250m. This
would imply that HYLAS I alone is worth 3 times the current enterprise of the
group. However, this ignores the potential value from launching more satellites
or selling off Ku band capacity to TV Company. At current levels investors are
enjoying a substantial "margin for safety".

It's official: AVN now trading at discount to insured value (market cap £54m+ debt £32m =£86m vs insured value of £89m) ! And we know rates are going. In other words, at current S/P investors are getting a free ride.

Avanti Communications Group plc (AIM: AVN), the satellite operator, is delighted
to announce that it has been awarded a Telecom Networks, Catalist framework
agreement with OGCbuying.solutions, the trading arm of the Office of Government
Commerce. The framework agreement allows customers throughout the public sector
to place orders with Avanti under the standard terms and conditions of the
agreement, without the need for a tender process. Avanti is the only satellite
operator on this list.

OGCbuying.solutions' new Telecom Networks framework agreement, covering the
delivery of infrastructure and services for public sector voice, data, wireless
and IP networking requirements, was introduced on 8 January 2008. It gives
Avanti the opportunity to provide services, equipment and advice to
organisations such as emergency services, schools, hospitals and all arms of
local and central government. Avanti has been accredited to supply services
relating to wireless data infrastructure, one of ten companies in this category.

Avanti has a strong track record of working with the public sector providing
satellite broadband and other data telecoms services in the UK and abroad.
Avanti has also benefited from UK government support in the planning and
construction of its first satellite, HYLAS, due for launch in 2009. This makes
Avanti the UK's only domestic fixed services satellite operator.

Avanti works both directly with public sector organisations as well as part of
an integrated network approach working with other accredited suppliers.


David Williams, CEO Avanti Communications, said:

'We are extremely pleased to be included in the new framework agreement, which
was achieved following a competitive procurement process. We now appear on an
accredited list of ten wireless data infrastructure providers for government

notified by David Williams, Chief Executive, that on 6 December 2007, his wife,
Sarah Williams, purchased 1,610 ordinary shares in the Company at a price of
191p per share. Sarah Williams now holds approximately 0.006% of the issued
ordinary share capital of Avanti Communications of 27,708,503 ordinary shares of
1p each.

Yes indeed the plan is birds #2-4 (yes 3 more of them) will be set in motion by the time #1 takes flight. Financing is to be done by preselling their capacity. How feasible this is, is for us all to take a view on.

So far none of #2-4's capacity has been presold, we shall have to see what happens next year.
