It is toolmaker yes. They're filling an order for the placees that dropped out of the higher placing that caused ADL to resort to CH

The entities that dropped out of the higher placing are buying in chunks at this lower share price All is good but obviously better for the new entrants now. Plus eligible for warrants at the placing price 0.2p 1 share warrant for every 4 shares you hold. Ie 25% of your holding extra at 0.2p
