"Federal Antimonopoly Service (FAS) has proposed to simplify foreign investors access to Russia's strategic fields. This writes the newspaper "Vedomosti". Simplified procedures for investments in deposits of the Russian Federation may enter for the EBRD (European Bank for Reconstruction and Development), as well as the International Finance Corporation (IFC), a division of the World Bank, said the newspaper Kommersant, citing its sources. In particular, it is proposed to increase the threshold at which foreigners must obtain government permission to buy shares in strategic companies in Russia. Now, foreign firms must agree on the purchase of 5-10 per cent in companies that are prey for large fields, but the threshold could be raised to 15-20 per cent. The law on access of foreign investors in the 42 strategic sectors of the economy of Russia came into force in May 2008. Applications for the purchase of shares in a domestic company shall be submitted to the FAS, and agreed with the FSB and the Commission on gostayne. And the EBRD and the IFC intends to invest heavily in the Russian economy in 2009. Thus, the volume of EBRD investment is estimated at three billion dollars, IFC - in hundreds of millions of dollars, writes Kommersant. Apologies to all.....but sometimes you gotta do what you gotta do. Now: Some clarification re Ttaas/SRB. I have understood from day one that the Taas-Yuriakh/SRB holding (35.3%+operatorship) is an integral part of the whole arrangement whose "restructuring" is being hammered out, alongside the Dulisma asset. It is possible we may see a JV cropping up here (as it did last Fall...rumoured then to be from Shell) for the two Blocks of the mostly undeveloped SRB field are thought to be extremely prospective. According to the mid 2007 D&M study, the investment expense involved in developing the field is a whopping $5.6bn.(although UEN would be responsible only for funding its proportional share of this capex). Nevertheless this outlay is staggered over the production life of the field (till 2031) and - this is the important bit - is well covered by gross (and even net) earnings over the same period. So a third party farm-in or a JV is not a necessity. UEN could - with Sberbank funding - carry out required further field exploration and development quite adequately on its own.....even with a POO of $50/b. Full Taas/SRB documentation (as of mid 2007) is found at; Bear in mind that these studies include various taxation items (production or so-called "mineral extraction" tax, export tax)in the ledger which are now either subject to exemption, or about to be so, for long periods of time. An as is obvious, these (especially the Export Tax when fully ratified) will have a major positive impact on subsequent financial planning, which certainly can account in part for the recent Sberbank turnabout. Finally, Taas/SRB was always planned to link up with the great ESPO pipeline, but constant delays in it's construction constantly increased the funding payback risk. Its prospects however were greatly enhanced when the government decision to fast-track the ESPO line construction was implemented at the beginning of this year. Something which also must have a bearing on the Sberbank turnabout since then. In conclusion then Taas and Dulisma are fantastic assets to hold. And they are held and retained by UEN, subject of course to either the equity or debt (or both) position to be taken by Sberbank.....and maybe even a Taas/JV thrown in as well. So do not - on no account - let various poster's flights of fancy, however well-meaning, make you think otherwise. There is an enormous amount of money and profit at stake here. Hence the constant subterfuge and mist which the forthcoming RNS will - I hope - do much to lift. | spp119 | |
