The board didn't say it undervalued the company, they said it SIGNIFICANTLY undervalued it!.
.
"The Board has unequivocally rejected the approach as it believes it significantly undervalues the current potential of the Company."
.
The word significant is obviously subjective, but my personal view of the word would be several multiples, so 14p vs maybe 3x (42p) or 4x (56p) that, possibly a lot more. Less than 3x makes no sense to describe as significant because to most people it probably isn't.

That to me says the PSC terms were all agreed (hence finalising) during the visit and that it will now be signed off at a signing event very soon.

Well, it would be embarrassing if they signed off an LoI and then the PSC didn't happen, but an LoI is an agreed non-binding framework between two companies.

I imagine it's been done to enable them to move rapidly with a full commitment once the PSC is approved, with a secondary plus that it demonstrates commitment to PETROS that they are serious about plans for the licence

So, definitely a positive step

It's a done deal on the PSC obviously, just going through the motions..They wouldn't sign an LOI for a rig if there was any question over the PSC not subsequently arriving..Worth a read.hTTps://www.investopedia.com/terms/l/letterofintent.asp.
