a 'buy' signal is generated when the red line crosses above the blue line, and a 'sell' signal is generated when it crosses below.

When they are all rising above the '0' line in positive territory, an indication that the price is gathering strength, and is likely to rise

... the opposite applies when falling in negative territory.

level indicators suggest sideways consolidation, and the closer to the '0' line, the tighter the range.
